Schilling, Principal <br /> January, 1988 <br /> INTRODUCTION <br /> The following report presents a short review of park dedication authority and <br /> judicial review along with a park dedication fee analysis of seventeen (17) <br /> cities selected from within the Seven County Metropolitan Area . The cities <br /> included are as follows: <br /> Arden Hills Coon Rapids <br /> Eagan Eden Prairie <br /> Fridley Lakeville <br /> Lino Lakes Little Canada <br /> Mahtomedi Oakdale <br /> Plymouth Roseville <br /> Shoreview Vadnais Heights <br /> White Bear Lake White Bear Township <br /> Woodbury <br /> The selection process included as a first priority those local governments <br /> immediately surrounding or near the City of Vadnais Heights, second those cities <br /> in which substantial residential and/or commercial-industrial development is <br /> occurring (Eagen, Eden Prairie, Plymouth, and Woodbury) and finally some <br /> randomly scattered cities (Coon Rapids, Fridley, Lakeville, Mahtomedi, and <br /> Oakdale) . The analysis includes an examination park dedication schedules for <br /> land as well as formulas for cash fees. Alternative approaches are discussed <br /> along with a recommendations for amendment of Vadnais Heights, Ordinance No. <br /> 288 . <br />
