PARR BOARD MEETING <br /> May 9, 1990 <br /> John Miller feels that if the property owners adjacent to <br /> Brandywood wanted to sell a portion of their property for <br /> park purposes, the owners could still keep their horse <br /> providing that when the horse dies, then they could not have <br /> another horse, because it doesn't meet the requirements. <br /> Andy Neal stated that the park dedication requirements will <br /> be looked at, and the rates may increase by the time phase <br /> two is developed. John Miller felt that this is a good idea. <br /> Ray Johnson said that the property owners could have the <br /> rights to the land until the park development started. The <br /> estimated time is three years. <br /> Steve Johnston suggested that the park board accept the full <br /> land dedication within Brandywood Plat with phase 1. When <br /> the developer starts construction on phase 2 then they will <br /> give the park board a cash dedication at the current rate or <br /> purchase that 1/2 acre parcel from the adjacent property <br /> owners. <br /> Bill Nissen feels that the additional land would be nice, but <br /> feels that the cash dedication would be beneficial to put <br /> into the existing Brandywood park. <br /> Bill Nissen added that phase 3 's construction should not <br /> begin until the park is completed. <br /> Steve Johnston asked how the park board would like to see the <br /> park, what improvements would they like to see before phase <br /> 3 's construction begins. <br /> Ken Johnson explained that the trails should be brought to <br /> grade and completed through the park. <br /> MOTION: Bill Nissen moved to recommend to the city council <br /> park dedication for Brandywood Addition. The land specified <br /> in proposal A, a 2.75 acre parcel, be dedicated immediately <br /> for acceptance in phase 1, and the balance of either B, the <br /> parcel immediately south of the site, or a cash dedication of <br /> the current park fee at the time of phase 2 's construction be <br /> dedicated. Before phase 3 is constructed, the plat will come <br /> before park board, to assure the board that phase 1 and 2 <br /> park dedication requirements have been met. Also trails have <br /> to be benched in before construction of phase 3 . John Bauman <br /> seconded the motion and the motion was approved unanimously. <br /> Bill Nissen requested that the section of park land that the <br /> developer hopes to purchase to the south of the plat not be <br /> shown on the plat until it is purchased from the land owner. <br /> PARR DEDICATION FOR A MINOR SUBDIVISION FOR STEVE AND LINDA <br /> BAILEY. <br /> Page 4 <br />
