SUBJECT: AMENDMENTS TO CITY CODE SECTION 510. 09 SUBD 9 <br /> DEDICATION OF LANDS FOR PUBLIC PARKS, TRAILS, <br /> PLAYGROUNDS AND OPEN SPACE AREAS <br /> Bruce Anderson, Parks and Recreation Director, described the bi- <br /> -`annual review process and summarized the Parks and Recreation <br /> " Commission' s recommendations as follows: <br /> An approximate 10% increase in park dedication fees in <br /> residential districts. <br /> Adoption of the MUSA boundary to replace the map previously <br /> used to determine the level of park dedication fees <br /> collected. <br /> Mr. Anderson continued by addressing each of the areas of concern <br /> identified by the SSP-IGH Chamber of Commerce. <br /> 1 . Use of Park Dedication Funds <br /> Mr. Anderson noted that the Chamber supports the use of <br /> park dedication funds solely for the purpose of land <br /> acquisition. Mr. Anderson stated that the basic position <br /> of the Parks Commission is that land acquisition is the <br /> first priority and that the informal policy of the Parks <br /> Commission is to use park dedication fees only. for <br /> acquisition. He noted that there have been two exceptions <br /> to that rule: Salem Hills and Sleepy Hollow; he added that <br /> development of these two parcels was directly related to <br /> a great deal of neighborhood pressure over a number of <br /> years . <br /> 2 . Credit for Private Development Amenities <br /> Mr. Anderson noted that the Chamber .is advocating a credit <br /> of up to 50% for private development amenities; he added <br /> that the credit for private development amenities was <br /> increased from 15% to 25% in 1987 to provide additional <br /> credit for facilities specifically requested by the Parks <br /> Commission (tot lots, creative play areas, picnic areas) . <br /> Mr. Anderson stated that it is the belief of the Parks <br /> Commission that private amenities ( such as pools, saunas, <br /> shuffleboard courts ) do not relieve pressure on public <br /> facilities . <br /> r-1 <br />
