RECOMMENDATION TO: CITY COUNCIL OF INVER GROVE HEIGHTS - PAGE 4 <br /> FROM: PLANNING COMMISSION <br /> DATE: NOVEMBER 21, 1989 <br /> SUBJECT: AMENDMENTS TO CITY CODE SECTION 510 .09 , SUBD. 9 , <br /> PARK DEDICATION <br /> Mr. Stiffler asked if there was a general rule regarding what percent <br /> of a City' s land should be dedicated for parks . <br /> Mr. Anderson responded that the national standard is 10-20 acres per <br /> 1000 . He added that in the metro area the standard is close to 20 <br /> :5acres per 1000 . <br /> Mr. Stiffler asked if this figure is based on the fact that at some <br /> point parkland can become a burden rather than an asset. <br /> Mr. Anderson replied that the national standard is primarily based <br /> on usage. <br /> Mr. Stiffler asked what percent of the City is now dedicated for <br /> parks . <br /> Mr. Anderson said that if parks such as North and South Valley Park <br /> (which were actually platted as public property for well fields) are <br /> included, there are approximately 336 acres of land dedicated for <br /> parks . <br /> Mr. Meeker added that the City encompasses approximately 19 , 000 <br /> acres . <br /> Mr. Kassan responded to a question from Mr. Fitch by saying that the <br /> Chamber is recommending that park dedication fees be used only for <br /> acquisition as a means of insuring reasonableness . He noted that if <br /> dedication. fees are used for acquisition, development, maintenance, <br /> etc . , costs will spiral . <br /> Mr. Larson asked if Mr. Kassan was aware of any community that gave <br /> greater than a 25% credit for private amenities . <br /> Mr. Kassan said that he did not have that information with him. <br /> Mr. Sherwood commented that Eden Prairie appears to . be developing <br /> quickly regardless of their relatively high park dedication fees . <br /> Ms . Kassan noted that the communities to the west of the Minneapolis <br /> are "hot" areas for development; they cannot be compared to eastern <br /> suburbs . <br />
