CRITERIA FOR PARTICIPATION IN COST-SHARE PROGRAM <br /> As established by the MSTAC Oak Wilt Task Force <br /> CONTROL PROGRAM - COMPONENTS <br /> * Develop an approved minimum three year oak wilt control plan to include: <br /> - a budget for program (actual for first year, proposed for subsequent years) <br /> - an itemized estimate of oak wilt expenditures (for cost-share purposes) <br /> - designation of a control area in which control efforts will take place - the control area must <br /> be expanded to cover entire community within 3 years or as approved <br /> - methods by which the community will work with developers to prevent springtime injury <br /> to oaks during construction <br /> - methods for cooperating with neighboring communities on oak wilt control along common <br /> borders <br /> - Have a designated shade tree professional (on staff or contract) to coordinate and run the <br /> program - must have MDA Tree Inspector Certification <br /> - Necessary control work will be required on all property within control area. <br /> * Annual survey and detection to include: <br /> - Inspection of control area twice per year (by July 31 and August 31) to identify/mark <br /> newly wilting oaks. <br /> - Evaluate spore producing potential of oaks wilting in previous year and identify, mark, and <br /> treat hazardous (oak wilt) oaks by April 1. <br /> - Removal and treatment of trees within control area by April 1 that are liable to produce <br /> spores during the months of May and June. <br /> - Community-wide general survey once per year for oak wilt. (Preferably aerial survey) <br /> * Adopt control ordinances in compliance with state statutes (Chapter 18.023) <br /> * All control work done in accordance with current control recommendations <br /> * Controlled infection centers shall be evaluated annually and their success recorded for 3 years <br /> Developer/Builder requirements: <br /> * As a condition of plat approval, all developments within the community are required to have a <br /> disease inspection (by community tree inspector) and an approved work plan for oak wilt control <br /> and prevention formulated and followed. <br /> * Prior to new construction, all building sites (including property outside of control zone) are required <br /> to have disease inspection and oak wilt control work plan approved (by community tree inspector) <br /> as a condition of the building permit (preliminary plan). <br /> * Work with the community to prevent injury to oaks during all phases of construction <br /> Optional Criteria <br /> * Adoption an official tree board to oversee program and give recommendations to council <br /> * Development of a community refcrestation plan. <br /> March 22, 1990 <br />
