PARK BOARD MINUTES <br /> March 5, 1990 <br /> residents and the Montain Property. The property owner of <br /> the 20 acre parcel has not been approached. <br /> Don Volk stated that he would like to have access to four <br /> lots in the south-west section of the Montain property <br /> adjacent to Rick Carlson' s plat. The Montain parcel has not <br /> been before the board at this time. <br /> Ken Johnson asked if this plat has been discussed with the <br /> Army Corp or the DNR. Don Volk explained to the board that <br /> it has not been reviewed by the two agencies, and also <br /> explained that the Montain/Acorn property has an easement for <br /> a State Aid Road, a Collector Street going through the <br /> parcel . <br /> Rick Carlson said that he did approach the owners of the land <br /> south of his parcel . The owners were not interested in <br /> selling. It is used as farm land at the present time. <br /> Candy Toffoli asked how many acres is Pine Ridge. Rick <br /> Carlson explained that Pine Ridge is 87 acres, and out of <br /> 7. 86 acres of park 3. 3 acres is pond. <br /> Ken Johnson, Bill Nissen, and John Bauman stressed that they <br /> preferred option #2. <br /> Don Volk stated that he did visit with Ray Johnson regarding <br /> this plat . Ray also stressed that he does not want the pond <br /> included as part of the park dedication. <br /> The park board discussed the fact that they would like Rick <br /> Carlson to bring the park up to grade before development of <br /> phase 2 is started. Rick Carlson explained that he is <br /> developing the first phase now because utilities are <br /> available at this parcel . Phase 2 does not have utilities <br /> available at this time and the proposed park land is within <br /> phase 2. He also explained that it would be very costly to <br /> develop that park land when he is not certain that it will <br /> even be developed at this point . He went on to say that if <br /> utilities are installed within the next couple of years he <br /> will be the one developing the land, if not, he may sell. <br /> Rick Carlson proposed collecting 400/lot for phase 1, which <br /> consists of 60 lots, which is $24, 000 . 00. <br /> Mr. Carlson also proposed the following: Phase 2 consists of <br /> 50 acres. The proposed park is 5 acres which meets the 10% <br /> park dedication requirement. When phase 2 is developed the <br /> park dedication will be the 5 acre park. This will happen <br /> whether Rick Carlson is the developer or someone else. <br /> MOTION: Ken Johnson moved to recommend to the city council <br /> consideration of the following options for park dedication at <br /> Pine Ridge development: <br /> Page 4 <br />
