PARK AND RECREATION BUILDING SHELTERS <br /> CONSTRUCTION COST AND GUIDELINES RECOMMENDATIONS <br /> The City of Circle Pines has recently constructed two park buildings <br /> within its corporate limits built with concrete block construction <br /> throughout . The exterior of these buildings are of a rough face concrete <br /> block and are excellent for high and hard play usage . The interior of the <br /> buildings are also constructed of concrete block so as to avoid repeated <br /> maintenance caused by vandalism. <br /> The_ ceiling,s are sloped for architectural appeal and also so -that hockey <br /> sticks can not be easily poked into them. The doors and window frames are <br /> made of steel for unwanted access into the buildings cannot be easily <br /> achieved . Similar types of buildings exist in the City of Shoreview, and <br /> the Anoka County Park system and are becoming very feasible and popular . _ <br /> The cost to construct these buildings through a contractor runs at $75 . 00 <br /> per square foot according to the City of Shoreview. The City of Circle <br /> Pines, under the direction of Marty Asleson, constructed their buildings <br /> by using park personnel for labor and had a reduction of construction cost <br /> of 60%. The cost per square foot was $30 . 00 and saved the city an <br /> estimated $100, OU0 . 00 . It should also be noted that this figure is for <br /> material only and that the cost of park personnel man hours was not <br /> included in the city cost for the buildings. <br /> The first building constructed was at Carl-Eck Park in Circle Pines, a <br /> ,,,,, park used by the Centennial Little League frequently and also has a <br /> pleasure rink available . The Park Board decided to design the building to <br /> the very minimum in size, 68 e feet, the cost of the building at the <br /> time of completion was at 20, 481 0 . The second building is located at <br /> Inner Drive Park, Inner Drive operations includes a hockey rink and <br /> softball field, so a bigger size building was require uilding size <br /> is 1, 325 square feet, the cost of this building wa $38,255 . 00 <br /> Calculations of required area for buildings can be established by <br /> multiplying the estimated number of occupants by the minimum square foot <br /> per occupant factor given by table 33-A of the Uniform Building Code . I <br /> have also talked to several recreation directors and have determined that <br /> a minimum of 25 kids would be estimated for a neighborhood park recreation <br /> program for use of the building. The UBC requires a minimum of 15 square <br /> feet for every occupant thus we would calculate the building size as <br /> detailed below: \ <br /> 1. 25 children plus two supervisors equal a Iota of \ <br /> 27 occupa s �(��v� 1 <br /> 2 . 27 times 15 square e On <br /> ant equals 405 square <br /> feet minimum area for recrea us . <br /> 3 . Two single stall handicap bathrooms at a minimum of 92 <br /> square feet each. <br />
