PARK BOARD MINUTES <br /> October 2, 1989 <br /> The board had considerable discussion over specifics in the <br /> ordinance change. <br /> Ray Johnson suggested the following changes : <br /> 1 . Requiring the developer to plat the land. <br /> 2. Changing the percentage to be collected for <br /> park dedication. <br /> 3. If the board changes the percentage to a lower <br /> number, then the board should collect money off the <br /> fair market value (or selling price) , rather than <br /> the assessed value. <br /> 4. Stipulate in the ordinance the park dedication for <br /> a future hotel/motel in Lino Lakes . <br /> All boardmembers agreed with requiring the developer to plat <br /> their land in order to collect park dedication. <br /> Bill Nissen requested staff to pick out a few parcels and see <br /> what a difference it would make in the park dedication if <br /> money was collected off the assessed value at 10% v. s . the <br /> fair market value at a lower percentage rate (possibly 3%) . <br /> n Don Volk will send out a memorandum informing the other <br /> boards of the park board' s intent to amend the ordinance, and <br /> ask for their comments. Don Volk will also draft an amended <br /> ordinance showing a cost analysis for the park board to <br /> review at the November meeting. <br /> The park board wants to be fair to commercial and industrial <br /> businesses, yet with the increased development it is likely <br /> that Lino Lakes can do some catching-up with park <br /> development. The park board members would like to amend the <br /> ordinance so that the city might gain park money from all <br /> large developments . <br /> REPORT: SOUTH RESHANAU LAKE ESTATES TRAIL SYSTEM/VERBAL DON <br /> VOLK <br /> Staff toured the trail systems in South Reshanau Lake Estates <br /> and Don Volk felt that the concept of the trails is <br /> appealing, although there are some construction problems . <br /> They needed drainage attention so water would flow correctly. <br /> Don Spoke with the Developer October 2nd and he is also <br /> concerned with erosion control . The developer would rather <br /> stake the sides than use rip rap, (rocks along the sides) . <br /> The park board minutes will be researched to find out who is <br /> responsible for installing the bituminous surface on the <br /> trail between the residential area. <br /> Page 2 <br />
