PARK BOARD MEETING <br /> March 6, 1989 <br /> Copies of this "Master Trail Plan" will be sent to the park <br /> boardmembers . This issue will then be discussed at the April <br /> Park Board meeting. <br /> SUBDIVISION ORDINANCE AMENDMENT *89-02 TO REQUIRE TRAILS <br /> Don Volk and Laura Elken contacted 16 cities in the area and <br /> visited with them regarding their trail systems . <br /> They reported on the cost of maintenance, Don estimated the <br /> cost of maintenance for Lino Lakes trails would be $750. 00 <br /> per year/per mile. <br /> Motorized vehicles on the trails did present a problem for a <br /> couple of the cities that were contacted. Don explained to <br /> the board that the key is proper signage and patrolling to <br /> minimize any problems on the trails . <br /> Also insurance liability was discussed. Trails are <br /> considered to be a very low claim exposure source. <br /> Additional liability or costs would not likely occur as <br /> trails are installed. <br /> City Council will review this survey, at the next council. <br /> meeting. <br /> Don stated that maintaining a park would cost considerably <br /> more than trail maintenance. But , parks require maintenance <br /> during all four seasons , including park facilities, i. . e. <br /> hockey rinks , tennis courts , etc . <br /> As far as the adjoining property owners , when they purchase <br /> their lot they will be aware that a trail system will be <br /> going up next to their lot . This is also a reason trails <br /> should be developed at the starting phases of any given <br /> subdivision. <br /> Bill Nissen suggested the parkboard should give this item <br /> some thought and discuss this further at the next park board <br /> meeting. <br /> OLD BUSINESS <br /> 1 . Greater Centennial Area Recreation Committee <br /> At the last Recreation Committee meeting they discussed the <br /> ,.N problem with Blaine not wanting to participate in this <br /> program. Ken Johnson will be attending the next Blaine City <br /> Council meeting and asked for support by the park <br /> boardmembers by attending the Blaine Council Meeting with <br /> him. Ken hopes to persuade Blaine to join the recreation <br /> Page 4 <br />
