PARK BOARD MINUTES <br /> February 8, 1989 <br /> Don Volk updated the board regarding the Apitz Property. Mr. <br /> Volk stated that the School District is in the operating <br /> seat . He felt the school should purchase this property. The <br /> district has an easier time going through condemnation <br /> proceedings, and Mr. Apitz would be given a fair market price <br /> for his land. Within the next four to five years a new <br /> school will be built, so it would be in the best interest for <br /> the school to proceed with the purchase of the Apitz <br /> property. <br /> Discussion shifted to Greater Centennial Area Recreation <br /> Program. Ken Johnson informed the board that Blaine does not <br /> want to participate in this program. The unfortunate outcome <br /> of this is the children that live on the east side of Blaine, <br /> and attend Centennial Schools will not be recognized as a <br /> part of this program unless they are willing to submit a <br /> users fee. The east side Blaine residents will have to lobby <br /> hard to be included in this. <br /> The board felt that the Quad Press should be notified, and <br /> the parents are sure to become involved. Park Board also <br /> recommended the Rec. Committee draft a letter to Blaine City <br /> Council, informing them of the committees stance on Blaine <br /> residents user charge. <br /> NEW BUSINESS <br /> Bill Nissen raised the question - How are parks named? The <br /> board discussed different options from asking the Developer <br /> to name their own parks, to possibly having a Name The Park <br /> contest . <br /> Harold Bisel liked the idea of the Developer naming their own <br /> parks , but review be reviewed by the Park Board before <br /> approval is given. <br /> This will be discussed in the future. <br /> Andy Neal brought up the enforcement of Guidelines For County <br /> Open Space Areas. As it stands now, Lino Lakes Police <br /> Department is called for any problem related to the Anoka <br /> County Parks. According to the contract we have, dated May <br /> of 1983 , it states: The County Open Space Area shall be <br /> maintained, patrolled, and controlled by the County. The <br /> contract also states: The local municipality should not be <br /> required to bear additional costs created by the presence of <br /> a County facility. <br /> ^ The County also agreed to create a local Park Development <br /> Advisory Committee to advise the County on the preparation of <br /> internal development plans for the regional open space area <br /> comprising the proposed Chain of Lakes Park and the proposed <br /> Rice Creek Park.
