MEMO RAND U"4 <br /> TO: Lino Lakes Park Board <br /> FROM: John Miller, City Planner <br /> DATE : December 23, 1988 <br /> SUBJECT: Subdivision Ordinance Amendment to <br /> Require Trails <br /> Background: Recently the Park Board has had some concern <br /> about improving the procedures used to determine park <br /> dedications . Some of this concern has been with trails <br /> especially when questions were asked about ordinance <br /> requirements . <br /> Don Volk and Randy Schumacher discussed this with me and I <br /> agreed to prepare a subdivision ordinance amendment that <br /> - <br /> would: <br /> 1 . Define trails, both as pedestrian and <br /> bicycle ways. <br /> 2 . Define the purpose of the trails . <br /> 3. Require locations of trails to be shown <br /> on plats . <br /> 4 . Determine the widths of the trail <br /> easements . <br /> 5. Require grading of the trails and <br /> placement of the base materials on the <br /> trail rights—of—way in addition to <br /> other park dedication requirements . <br /> 6. Require trail improvements be completed <br /> or included in the dveloper's agreement <br /> before final plat approval by the city <br /> council . <br /> Attached is a draft copy of that ordinance amendment for <br /> your review. <br />
