The regular meeting of the Lino Lakes Park Board was called to <br /> order on Monday, November 2, 1992 at Lino Lakes City Hall by <br /> Chairman George Lindy. Roll Call was taken, members in attendance <br /> were Candy Toffoli, Brian Bourassa, John Bauman, George Lindy, Ray <br /> Johnson and Jacquelyn Farm. Absent was Ken Johnson. Also in <br /> attendance were Linda Elliott, City Council liaison to the park <br /> board, Marty Asleson, Parks, Recreation and Forestry Coordinator, <br /> Barry Bernstein, Recreation Program Supervisor, and Carole Kohler, <br /> Parks, Recreation and Forestry Secretary. <br /> APPROVAL OF MINUTES: <br /> The minutes of the October 5, 1992 Park Board Meeting were approved <br /> as mailed. <br /> OPEN MIKEā€¢ <br /> Mr. Roger Kolstad representing North Suburban Development company <br /> appeared under Open Mike. North Suburban Development owned by Jack <br /> Menkveld is the developer of The Shores of Marshan Lake development <br /> currently under construction at Lake Drive. Mr. Kolstad distributed <br /> information to the board containing a brief history of events <br /> regarding this development and some maps. (A copy of this handout <br /> information is at the end of these minutes. ) He explained that <br /> since this trail proposal was approved by the Park Board last <br /> December, the DNR has made very strict wetland laws. He says these <br /> laws make it impossible for the developer to keep the trails where <br /> they were originally proposed. The trails will now have to go as <br /> close as 30 feet from the rear of the property. This is undesirable <br /> to Mr. Menkveld who says he has had several buyers turn down <br /> property because of the closeness of the proposed walking trails to <br /> the rear of the yards. <br /> Mr. Kolstad had two separate proposals. One proposal (Exhibit #3) <br /> would be to place a four foot concrete sidewalk in the street <br /> easement along lots four through fourteen and continue from there <br /> with an eight foot wide gravel trail (to be blacktopped by the <br /> city) out of the wetlands approximately as shown. This plan would <br /> also include providing the lakeside easement for future use if <br /> possible. Another proposal (Exhibit 14) would place a four foot <br /> concrete sidewalk in the street easement along lots eight through <br /> fourteen, then an eight foot wide gravel trail (to be blacktopped <br /> by the city) out of the wetlands on the rear of lots one through <br /> seven and would also provide lakeside trail easement for future use <br /> if possible. Mr Menkveld seems to think that the DNR will relax <br /> some of these laws in the future as they are very unpopular with <br /> builders and developers. Both of these proposals would call for the <br /> final plat to be changed. Mr. Menkveld says he was told by City <br /> Attorney Bill Hawkins that this is not a real big problem. <br /> Mr. Kolstad was reminded that because he appeared under Open Mike <br /> there could be no action taken on his request at this meeting. He <br /> says he is curious as to why he was not scheduled on this evening's <br /> agenda as he made several requests and was turned down.
