PARR BOARD MEETING <br /> MONDAY, OCTOBER 5, 1992 <br /> The October meeting of the Lino Lakes Parks and Recreation Board <br /> was called to order at 6: 32 PM on Monday, October 6, 1992 at Lino <br /> Lakes City Hall by Chairman George Lindy. Roll Call was taken, <br /> members in attendance were Candy Toffoli, Brian Bourassa, John <br /> Bauman, George Lindy, Ken Johnson, Ray Johnson, and Jacquelyn Farm. <br /> City staff present was Don Volk, Director of Public Works, Marty <br /> Asleson, Parks, Recreation and Forestry Coordinator, Barry <br /> Bernstein, Recreation Program Supervisor, and Carole Kohler, Parks, <br /> Recreation and Forestry Secretary. <br /> The minutes of the September 8, 1992 meeting were approved as <br /> mailed. <br /> No one appeared under "Open Mike" . <br /> OLD BUSINESS: <br /> MINOR SUBDIVISIONS - Marty Asleson informed the board of his <br /> findings on a request from the last park board meeting concerning <br /> park dedication for several actions approved by the Planning and <br /> Zoning Board. He explained that Mary Kay Wyland, the new Planning <br /> Coordinator was not aware of the park dedication procedures and <br /> r� inadvertently overlooked bringing issues that would require park <br /> dedication consideration to the park board. In a Memorandum to <br /> Marty Asleson regarding this matter, Ms. Wyland reports that the <br /> request involving a 76 x 60 wood frame storage building by Northern <br /> Instruments and the paving of a parking area by Buys Chiropractic <br /> did not address park dedication. She says that park dedication for <br /> the others in question ( J. MacNeil subdivision on North Road and <br /> Sunset, and a subdivision request at 985 Birch St. by Royal Oaks <br /> Realty ) will be paid at the time of issuance of the building <br /> permit. <br /> A large area of concern with the entire board was park dedication <br /> for additions to commercial buildings. How does the board determine <br /> how to calculate park dedication on additions opposed to new <br /> commercial buildings? A business owner could keep adding on to his <br /> building over a period of years and add employees as the business <br /> grows . This very definitely could impact the use of parks within <br /> the city. So park dedication taken from a commercial addition could <br /> be as important as park dedication for new construction. <br /> Don Volk commented that this issue will be discussed at the next <br /> staff project management meeting. He says that there is some <br /> disagreement among staff with this particular issue and suggested <br /> that it be handled at their next project management meeting. Ray <br /> Johnson made reference to Custom Manufacturing and their plans to <br /> add a 24 x 36 garage to the south side of their manufacturing <br /> 1 <br />
