1*1*44 PARR BOARD MEETING <br /> MONDAY, OCTOBER 5, 1992 <br /> understanding of each others wants and needs. Marty reported that <br /> city crews are putting in slides and swings at Birch Park now. The <br /> neighborhood group expressed that they are willing to help with <br /> whatever they can to enhance Birch Park for the residents . <br /> Pets in Parks/ _Animal Control on Public Grounds - A discussion <br /> centered around a letter from John McClellan, Superintendent of <br /> School District #12 . Mr. McClellan wrote and explained to the city <br /> that the school district had adopted a policy where dogs and other <br /> domestic animals are not to be allowed on school property. He also <br /> requested that the Lino Lakes City Council adopt this policy and <br /> enforce it as one of their local laws. City Administrator, Randy <br /> Schumacher suggested that Marty Asleson bring this matter up before <br /> the park board before it goes to the City Council . It was agreed <br /> that the matter of pet owners walking their animals and not <br /> properly removing the animal wastes from the parks is a problem. <br /> The city does not have a leash law to enforce. Marty noted that he <br /> has had complaints regarding this matter. Brian Bourassa suggested <br /> the use of signage in the parks reminding pet walkers to properly <br /> remove and dispose of their pet wastes. This matter could also be <br /> brought to the attention of residents by notices in the <br /> newsletters, the parks and recreation brochure, notices in the <br /> utility bills and on cable TV. All the board agreed to try these <br /> means first to see if this problem could be solved before rules and <br /> regulation would have to be adopted and enforced. <br /> Woods of Baldwin Lake Development - The plans for this new <br /> development were to be presented to the board tonight, but the <br /> developer, Mr. Clyde Rehbein will be at next months meeting <br /> instead. Marty Asleson previewed this plan for the board. This is <br /> the Aras property (N-14 in the comprehensive park plan) that the <br /> board had shown interest in purchasing this past Spring. It is a 10 <br /> acre parcel with plans to develop 14 lots. Park dedication will be <br /> 2 . 28 acres, exceeding the required dedication. This dedication <br /> proposal however, is contingent upon the council approval of <br /> certain terms Mr. Rehbein has proposed. These terms include <br /> deferral of assessments in exchange for construction of public <br /> improvements and park dedication. There will be a follow up of <br /> this proposal when Mr. Rehbein appears at the next park board <br /> meeting. Marty Asleson reminded the board that we still need to <br /> acquire land here in order to satisfy recommendations set up in the <br /> comprehensive park plan. <br /> Parks and Recreation Foundation - Jacquelyn Farm presented the <br /> board with information she had compiled regarding the formation of <br /> a park foundation. She explained she is a former member of the <br /> Roseville Park Board and how a non-profit corporation was started <br /> ,.� to develop Central Park in that city.
