r <br /> Interview with Bob Bierscheid, Director of Parks and <br /> Recreation, Roseville, 09/17/92 <br /> Roseville Central Park Foundation <br /> How was the Foundation established? <br /> -It started when the Roseville JC ' s created the first <br /> exercise trail around the lake. Some of them got so <br /> enthused over doing more that they brought in other service <br /> clubs and formed the Central Park Foundation. Attorney Jack <br /> Chestnut did the legal work. Marie Slavik' s involvement was <br /> very important. She contributed about $500 per year, but <br /> leveraged many thousands of dollars of services ,etc. <br /> How should a Board of Directors be chosen? <br /> -Central Park Foundation has 21 directors , including a <br /> representative of Deluxe Check, a generous developer, an <br /> attorney, a banker, an attorney, a C.P.A. , representatives of <br /> the service clubs, and Bob. <br /> How do projects get funded? <br /> -Foundation bylaws restrict the use of its money to <br /> capital improvements . Auxiliary funds can be used for <br /> concert series , etc. <br /> The city council must, by state statute, accept all <br /> gifts. The foundation has a park project review <br /> committee--depends a lot on Bob. Large projects : city <br /> builds,then the foundation pays . Small projects (playground <br /> equipment ) , foundation just goes ahead and builds. <br /> City doesn ' t formally accept projects less than $1000 (no <br /> form) . Service clubs may also suggest projects . <br /> Does having the Foundation help get grants? <br /> -Grants from Department of Trade and Economic <br /> Development : grant information comes to city administrator <br /> rather than parks department. The application procedure has <br /> been simplified. City applies to state for part of <br /> necessary funding, says foundation will match-state likes <br /> that the foundation exists . Better response than just <br /> matching with city money. <br /> How is foundation funded? <br /> -Gifts , Central Park Ball : Ball is really an annual <br /> campaign drive reaching all area businesses for pledges. <br /> Sometimes get unexpected funds--attorney called one <br /> day, said Harriet Anderson estate settled, parks got check <br /> for 450,000. <br /> Any other fund sources? <br /> -LIttle Canada relies heavily on money from Bingo Hall . <br /> �.., So much goes to city under Charitable Gambling Act (up to <br /> 10% of hundreds of thousands of dollars ) .
