The arrangement, character, extent, <br /> width and location of all streets shall conform to the approved <br /> standard street sections, and relation to existing and planned <br /> streets, to reasonable circulation of traffic, to topographical <br /> conditions, to runoff of storm water, to public convenience and <br /> safety, and in their appropriate relation to the proposed uses of <br /> the area to be served. No full width street shall be less than <br /> sixty feet (601) wide. <br /> 1001.13 Required Land Improvements and Construction. <br /> Subdivision 1. Improvements Made. No final plat shall <br /> be approved by the council without first receiving a report signed <br /> by the city engineer and the city attorney certifying that the <br /> improvements and construction of the land, streets, and trails, <br /> together with all other necessary facilities in the plat have been <br /> completed and satisfactorily arranged in accordance with provisions <br /> of the regulations for land improvement and construction. In <br /> addition to construction on land, streets, and trails, the <br /> developer, as part of the final plat, shall install and pay for <br /> light poles, fixtures and street name signs as approved by the <br /> ,.� council for Lino Lakes and the utility company serving the <br /> location. Such installations shall be completed before the street <br /> is surfaced. (Amended by Ordinance No. 02 - 89 passed April 10, <br /> 1989) <br /> Subd. 2. Development Contract. As an alternative, in <br /> whole or in part, to completion of improvements prior to final plat <br /> approval, the owner and subdivider of the land covered by said plat <br /> may execute and submit to the city an agreement, which will be <br /> binding upon his or their heirs, personal representatives and <br /> assigns agreeing that he will cause all improvements called for in <br /> the plat, or in any supplementary agreements, to be completed <br /> within a time specified by the city. Performance of such contract <br /> shall be secured by a letter of credit in a liquidated amount equal <br /> to one and one-half times the estimated cost of the improvement. <br /> Both the development contract and the letter of credit shall be on <br /> forms provided by the city or upon forms approved by them. <br /> Subd. 3 . Restriction on Development. The owner and <br /> subdivider of the land covered by the plat shall execute and submit <br /> to the council an agreement, which will be binding upon his or <br /> their heirs, personal representatives and assigns stipulating that <br /> he will cause no private construction to be made on any lots in the <br /> plat or cause to be filed any application for building permits for <br /> such construction on said lots, until all improvements required <br /> under the city regulations for the proposed subdivision have been <br /> �.y made or arranged for in the manner provided in this section. <br /> pedicetio The developer shall dedicate to <br /> the city a reasonable portion of the proposed subdivision for <br /> public streets, roads, utility easements, water facilities, storm <br /> 171 <br />
