MEMORANDUM <br /> TO: All Park Board Members <br /> FROM: Marty Asleson <br /> DATE: April 2, 1992 <br /> SUBJECT: Underpass on Birch St. <br /> Please see accompanying trail concept from the comp plan. The City <br /> will need to cross Birch Street at some place in relationship to <br /> the school. We have entered into an agreement with the school to <br /> manage the school property as park. We have created a need to cross <br /> this park. We also have a responsibility to provide a safe <br /> crossing. The school district also has created a crossing and a <br /> safety need. We have agreed, in principle, to share costs. Our <br /> ,.� portion would be $24, 000. to build an underpass. This system has <br /> work very successfully in other areas and is extensively used in <br /> other counties. An example of this application is at Lake Drive, <br /> just west of the Library in Circle Pines. This underpass has been <br /> used for many years by pedestrians and bicyclists. The entire <br /> project cost is around $60, 000. <br /> Since this project needs to be started very soon, this should be <br /> acted upon at the April Park Board meeting. <br />
