C I T Y O F INO LAW January 16, 1992 Mr. Bill Hawkins Burke and Hawkins Suite 101 299 Coon Rapids Boulevard Coon Rapids, Minnesota` 55433 Re: Woodridge Estates Park Trails, Rick Carlson Dear Bill, Please find enclosed all of the information I could find in researching the City files regarding the Woodridge Court trail issue. If you refer to the memo I sent to the January 8, 1992 Park Board Meeting, most of the history of my involvement is explained there.Mr. Robert Appleby and Mr. John Kuny both appeared under "Open Mike" . Also please notice the two surveys I have included. The highlighted trail corridors with park designations was the copy that I found in our files. The other survey is the one that was given to the property owners. Notice that the lot and block numbers are different, and that the Quit Claim Deed to the park trail that the city has in possession refers to lot 19, block 3, or the plat that the property owner has been given. At any rate, after having received the background information and listening to the property owners complaint of being uninformed, the Park Board directed me to contact you to inform Richard Carlson that his trail is an important link in our trail system and that he must find alternative means to get the trail through. The Park Board determined, based on the information that I had given them, that the property owners were innocent bystanders. There is an open lot left in the development to the west of Woodridge Court and the Park Board referred to this as a possible alternate site. In our research after the park board meeting, we have been unable to find any reference to city council acceptance of these trails when the final plat was approve.
