AG,E,vo�- <br /> � oz. <br /> MEMORANDUM <br /> TO: All Park Board Members <br /> FROM: Marty Asleson <br /> DATE: October 26, 1993 <br /> SUBJECT: Information from Shoreview Covenent Church, N-14 <br /> park area needs. <br /> Please find attached a copy of a letter from the Shorview Covenant <br /> Church concerning the purchase of the land parcel due south of <br /> Oakwood Lane and North of County Road J. Attached is a copy of a <br /> map delineating the area. <br /> As you recall this parcel has been a hopeful area for the <br /> acquisition of expansion neighborhood park. We have a need to <br /> acquire an additional 4 acres of land to meet our neighborhood land <br /> needs in this area. <br /> Previously we have discussed the possibility that the Shorview <br /> Covenant Church would be coming to us with a proposal to purchase <br /> this property and sell us the acreage that we need, since they do <br /> not have a need for this entire parcel. It was also discussed that <br /> the church would be responsible for a park land dedication of 10 %. <br /> The church has indicated that it would not be required to dedicate <br /> park land since they would be buying the entire parcel and not <br /> subdividing (park dedication is part of our subdivision ordinance <br /> and can only be collected when a parcel is subdivided) . I have <br /> pointed out to them that whether they sell the remaining land to a <br /> developer as they have indicated they would do, or to us that there <br /> would still be a subdivision of land. <br /> There are some unanswered questions that we need to look at such as <br /> a formal wetland delineation and land appraisal. The appraised <br /> market value that they have been working off of is based on a <br /> condemnation appraisal conducted by the county when county road J <br /> was reconstructed. The back side of this property (north side) may <br /> have an entirely different value. Figures I have received from <br /> Todd Smith, the Anoka County Assessor, indicate that comparable <br /> pieces of land sold in this area should be worth approximately <br /> $15,000 per acre and the - low/unbuildable land approximately <br /> $2000.00 per acre. I believe these are very liberal figures. - As <br /> you can see the church has placed a value of 80% of the fair market <br /> value placed on the lowland based on what they are calling <br />
