Park Planning and Design Procoss Institute fo Professional Development
For Parks and Recreation factilties Minnasola Rec tlora end Perk Association
Need* Assossment
• The intent is to find out what the user-groups) need and want- Be .very
specific.
• For the city to understand what It Will take to keep citizens satisfied (and
Supportive), it is essential to ffnd out the answer to four key questions.
1) who are they:
2) What are their eyp tatlons?
3) What must we do' g to tn their expectations?
4) What must we do to reed their expectations?
To' go one step farther and gain their long-terra commitment, the city must
ask:
9) How'can we anticlpat64heir changing needs?
2) How can we`nneet those greeds?
The key is for you to maintain close contact with the user groups to
monitor their ever changing needs,
Then the city must take action on those changing needs. Be proactive, not
reactive. Treat your citixens.as a business would treat their customers.
The biggest challenge for all businesses is to stay in touch with the
customer. Their existence depends on it And so does.yours.
• Key concerns:
s) Do not assume that you af:ea.dy knew what they need, and want. Ask
them directly by going out Into,(he community.
2) Use the most appropriate survey instalment to get the job done.
Understand the Inherent limitations of each survey technique.
3) Remember - meeting the needs of the user groups is your primary
concern. The success of y ur park system depends on it.
Brauer Associates, Ltd. MOO 4, 1993
