Public parks or park when used <br /> herein shall mean real property owned by the City of <br /> Bellingham devoted to recreational use. <br /> 02. Defacing or Destroying Property Prohibited. <br /> No person shall deface,destroy,diminish or impair <br /> the value of public or private property located within <br /> any public park in the City of Bellingham.including <br /> buildings,structures,or trees,shrubs or vegetation <br /> located thereon or growing thereon.No person shall <br /> litter or cast or allow to remain rubbish or trash of <br /> any kind or nature in or about any public part in the <br /> City of Bellingham <br /> 03. Speed of Vehicles. No person shall drive or <br /> operate a motor vehicle at a speed in excess of ten <br /> (10) miles per hour in any recreational camping <br /> park. t <br /> 04.Park Hours.No person shall enter a public park <br /> between the hours of 2:00 a.rrL and 6:00 a.m-except <br /> to drive through once or set up overnight facilities in <br /> a quiet manner so as not to be a nuisance to other <br /> �\ overnight campers.After 2:00 a.m.all unnecessary <br /> noise shall cease.Campers shall limit activites so as <br /> not to distrub other campers in the park. <br /> 05.Overnight Parking Time Limit.Any person or <br /> persons using park facilities for overnight parking <br /> exceeding three days in succession is subject to writ- <br /> ten approval by the City Council and/or its <br /> designated agent for this purpose.The City Council <br /> shall set by resolution fees for overnight camping ex- <br /> ceeding three days. <br /> 06.Open Fire Prohibited.No person shall build a <br /> fire in any place in any park except in fireplaces or <br /> receptacles provided for the building of fires by the <br /> park management or in any area specifically posted <br /> with signs permitting the building of an open fire not <br /> in a fireplace or receptacle. <br /> 07. Washing of Vehicles Prohibited- No person <br /> shall wash any vehicle or camaer unit in a park area. <br /> 08. Use of Firearms and Explosives Prohibited. <br /> No person shall discharge firearms,air rifles,B.B. <br /> guns,sling shots,explosives or fireworks in or about <br /> any public park in the City of Bellingham. <br /> 09.Prohibited Conduct.No person shall engage in <br /> gambling,excessive use of alcoholic beverages,or <br /> abusive, boisterous, profane or indecent language, <br /> conduct or attire in or about any public park in the <br /> City of Bellingham. <br /> 10. Powers of Enforcement. In addition to any <br /> other persons or law enforcement officers invested <br /> with the powers of law enforcement and arrest of any <br /> person for the violation of any provisions of this or- <br /> dinance, all employees of the City of Bellingham <br /> whose duties are being discharged in a public park <br /> shall have the power to enforce the provtsons of this <br /> ordinance by the arrest of any person violating any <br /> of the provisions thereof and the costs of prooecutioa <br /> 11.
