AGENDA ITEM 4 C <br /> h <br /> December 14, 1992 <br /> Mr. Tom Hovey <br /> Area Hydrologist <br /> Minnesota Department of Natural Resources <br /> Metro Waters, 1200 Warner Road <br /> St. Paul, Minnesota 55106 <br /> RE: PERMIT APPLICATION 93-6042, BRANDYWOOD ESTATES PARK, TRAIL CROSSING <br /> OF PROTECTED WETLAND 2-555W, CITY OF LINO LAKES, ANOKA COUNTY <br /> Dear Mr. Hovey: <br /> This letter is in response to your November 25, 1992, letter which indicated concerns for the above <br /> referenced permit application. Specifically, your letter requests additional information concerning <br /> h alternatives or rationale for why our proposed design is the only feasible alternative. <br /> The Brandywood Estates development initially was proposed to the City of Lino Lakes as a concept plan <br /> on March 28, 1990. As part of the planning process for the park area, we have in our file a letter from <br /> STS Consultants, Ltd. describing the absence of wetland conditions at the park site. Thus it appeared <br /> to us that we had a positive situation for park and trail entry points. Please see the enclosure (STS <br /> Project 94951-A). The preliminary plat approval for this plat occurred on June 8, 1990. Your letter <br /> of October 24, 1990 (enclosed) is consistent with the STS letter. By Spring of 1991, grading operations <br /> had begun on the first phase of the development. Basically, the City and the developer were locked into <br /> this approved residential housing plan at this time. Substantial dollars had been spent. The park in the <br /> southeast side of the development was set. <br /> During the same timeframe in August of 1990, parks and recreation staff realized the need to <br /> comprehensively look at the parks and trail requirements for the City. Accelerating city growth and <br /> the very expensive prospect of providing parks and recreational opportunity for future residents <br /> prompted us to hire Brauer and Associates to do this for us. The plan has been completed and adopted <br /> by our City Council. <br /> The park and trail plan lays out a system of parks and trails that will service area residents. The trail <br /> plan depicts the corridors for the various modes of travel between parks as well as between parks and <br /> developed areas. Please see the enclosed trail system legend. With respect to this plan, the specific <br /> trails within each park area are designed at the time that each development is proposed. Generally, <br /> within the context of our comprehensive plan, a primary goal is to provide a way for people to get <br /> through each development and in and out of each park. <br />
