z
I
,- of the lower value of this land at this time and that it would be
a bargain if the property owners would be willing to sell now.
The development issues were also prioritized. The N-8, N-12,
M-2, and M-3 areas are all in areas of development that are going
to need park facilities.
Our comprehensive plan discusses the need to not sacrifice the
quality of our existing facilities at the expense of the new
development needs. There needs to be a balance struck here
somehow. The Park Board indicated the desire to up grade the park
at Leonard and Bradley (N-7) because of the badly deteriorating
playground structure there, install a hockey rink on the north side
of the city, and look at the possible master-planning of Country
Lakes Park (C-1) to make it a more usable facility. The Park Board
also wishes to establish as a goal that of the city finishing the
bituminous surfaces on the roughed-in trails in the new development
areas.
Of particular interest to the Department of Parks and Recreation in
addition to all of the goals that are set forth in Section 3 of the
comprehensive plan is the need to be sensitive to the needs of the
disabled. With the establishment of the Americans With
Disabilities Act, we need to follow our comprehensive goals in
relationship to newly established park and program areas, as well
as the upgrading needs to our established immediate upgrade park
areas (as dollars allow) for Sunrise, and Country Lakes Parks.
Our overall goal is to follow our mission statement. That
statement states: " 'The Purpose of the Lino Lakes Park System is to
provide a comprehensive, balanced, and high quality system of
parks, natural/open spaces, trails and leisure oriented
activities/programs for the city residents to use and enjoy in as
cost effective manner as possible. "
One of the major goals of the Parks and Recreation board is to
actively seek out alternative funding sources, ie. grants and
donations to our newly established Parks Foundation to help fund
all of the goals and priorities of the Parks and Recreation
Comprehensive Plan.
