PARK BOARD <br /> Special Joint Meeting <br /> July 6 , 1987 <br /> A special meeting was held at the Circle Pines City Hall at 6 : 30 P.M . , <br /> Monday , July 6 , 1987 for members of the communities within Centennial <br /> School District to discuss the possibility of creating a position of <br /> Recreation or Park and Recreation Director to service several commun- <br /> ities . <br /> Attendees : Lino Lakes Park Board Members Ray Johnson , Ken Johnson , <br /> Candy Toffoli ; Council Liaison Harold Bisel ; Secretary <br /> Shar Foster ; Public Works Director Don Volk <br /> Circle Pines : Members of the Park Board and staff <br /> Lexington : Members of the Park Board <br /> Blaine : Invited but not represented <br /> Centerville : Invited but not represented <br /> Centennial School District : Personnel Director Larry <br /> Jablinski <br /> This meeting was the first opportunity for the communities to get <br /> together and discuss the possibility of creating a position which <br /> would serve the recreation needs of all the communities involved . <br /> The following points were made : <br /> 1 ) The communities ' representatives agreed that their residents <br /> are requesting organized recreation for all age groups in addi- <br /> tion to what is offered through the school district and groups <br /> such as the Hockey Association, Little League , etc . <br /> 2 ) This position would be offered to a trained individual who <br /> would serve all of the communities - East Blaine , Centerville , <br /> Lino Lakes , Lexington and Circle Pines . The communities would <br /> need to decide whether this position would be full time or <br /> part time , year around or only during periods of heavier park <br /> use , what salary would be paid and how this salary would be <br /> divided between the communities . <br /> 3 ) The creation of this position should coordinate with the organ- <br /> ized activities offered through the school district and other <br /> associations rather than duplicate those efforts . This posi- <br /> tion would handle all recreational efforts in order to learn <br /> the needs of the residents and have the ability to build new <br /> recreation programs . <br /> 4) Mr. Volk suggested that this position also be the director of <br /> parks in all the communities in addition to director of recreation . <br /> The communities agreed to have their respective Park Boards appoint <br /> a representative , one representative from each community would then <br /> form a committee to iron out all the details for creation of this <br /> position . Mr. Jablinski agreed to arrange the first meeting of this <br /> committee ; each Park Board should address a letter designating their <br /> appointed committee member to Mr . Jablinski , Centennial School Dis- <br /> trict . <br /> Meeting adjourned at 7 : 08 P .M . <br />
