PARK BOARD <br /> June 1 , 1987 <br /> Chairman Ray Johnson called to order the regular Park Board <br /> meeting for the City of Lino Lakes at 7 : 00 P .M . , Monday , June <br /> 1 , 1987 . Boardmembers present : Lindy, Nissen , Baumann , Toffoli . <br /> Absent : Ken Johnson . Also present were Don Volk , Public Works <br /> Director; and Shar Foster , Secretary. Randy Schumacher, City <br /> Administrator, joined the meeting later. <br /> CONSIDERATION OF MINUTES - May 4 , 1987 <br /> Mr. Baumann moved to accept the 5/4/87 Park Board minutes as <br /> presented. Mrs . Toffoli seconded the motion which carried unani- <br /> mously. <br /> BMX TRACK INSURANCE ISSUE AND REDESIGN PLANS <br /> Mr. David Rhode and Mr . Ken Otto were present as requested by <br /> the City Administrator to represent the newly-organized associ- <br /> ation for the BMX track at Lino Park . Mr. Rhode had been re- <br /> quested to submit a list of association members . He stated that <br /> he is compiling this information and will drop it in the mail in <br /> the next few days . <br /> Mr. Volk explained that he has been coordinating the equipment <br /> needs and manpower needs to redesign the BMX track as the new <br /> association has requested, however, in light of the unsettled <br /> insurance issue he has not yet begun the actual work . Mr . Volk <br /> and Mr. Schumacher reviewed the current status of the BMX insur- <br /> ance issue -- 1 ) The BMX association provided an insurance policy <br /> for the track , a copy of which was forwarded to the City and to <br /> the City ' s insurance agent (Kelly Agency) and North Star Risk . <br /> 2) Kelly Agency and North Star Risk recommended some changes in <br /> the coverage . 3)The BMX association insurance company made the <br /> changes to their policy. 4 ) Kelly Agent has been unable to deter- <br /> mine the background or financial position of the BMX 's insurance <br /> company and has learned that their insurance company is not licensed <br /> in Minnesota , therefore the reputation of the company and the <br /> validity of the policy are in question . 5 ) The City Council has <br /> directed that proper insurance coverage be in place before BMX <br /> track events are held . <br /> Mr . Schumacher explained that some time ago the League of Minnesota <br /> Cities became self-insured and that the City of Lino Lakes has <br /> insurance coverage through this organization . The League became <br /> self-insured as a result of increasing insurance rates . Kelly <br /> Agency and North Star Risk work with the League of Minnesota Cities . <br /> The City would risk losing their coverage through the League of <br /> Minnesota Cities if they did _ not ' honor the recommendations of <br /> North Star Risk. The City Council does not wish to be placed in <br /> this position . <br /> Discussion followed as to how the information about the BMX associ- <br /> ation 's insurance company might be acquired .
