PARK BOARD <br /> February 2 , 1987 <br /> r'! <br /> Chairman Ray Johnson called to order the regular meeting of the <br /> Lino Lakes Park Board at 7 : 01 p .m . , Monday, February 2 , 1987 . <br /> Members present : Ken Johnson , Lindy, Baumann and new member <br /> Candace Toffoli (replaced Jim Flannery) . Members absent : James , <br /> Nissen. Also present were Mr. Volk , Public Works Director; Mr. <br /> Bisel , newly-appointed Council Liaison ; and Mrs . Foster , Secretary. <br /> CONSIDERATION OF MINUTES - January 5 , 1987 <br /> MOTION: Ken Johnson moved to approve the 1/5/87 meeting minutes <br /> as presented. Mr. Baumann seconded the motion which carried unani- <br /> mously. <br /> GARY UHDE/REGENCY HOMES PARK DEDICATION <br /> Mr. Neumeister represented Regency Homes and explained the plans <br /> which have been put together by Regency Homes as satisfaction of <br /> park dedication for the South Reshanau Lake Estates plat which is <br /> being proposed. (The preliminary plat has been approved by City <br /> Council contingent upon passage of the proposed comprehensive plan <br /> amendment allowing utilities in this area. ) <br /> Mr. Neumeister, with the use of a colored map dated 11/7/86 , showed <br /> the approximate ten acres which is proposed as a neighborhood park <br /> within this plat . The proposal included the requests made by the <br /> Park Board during their initial review of this proposed plat during <br /> 12/86 . The consensus of the Board was that the area proposed and <br /> the uses proposed were acceptable . Mr . Neumeister particularly <br /> wanted the Board to understand that the approximate 10-acre piece <br /> was satisfaction of the entire 80 acres which Regency Homes plans <br /> to develop and that the preliminary plat which has been approved <br /> by Council shows only the "first phase" of that development (about <br /> 2/3 of the total 80-acre parcel) . <br /> Residents from the Colonial Woods plat (which will be adjacent to <br /> this 80 acres) were in attendance and voiced concern that the Regency <br /> Homes plat calls for nearly 100 lots of approximately 1/4 acre each. <br /> The Colonial Woods plat (with no utilities ) has one-acre lots . These <br /> residents suggested that the park land be situated along their <br /> boundary for two reasons : 1 ) To serve as a "buffer" between the <br /> lesser and greater densities , and 2) To serve as a park for Colonial <br /> Woods residents since they have no park within their plat . Currently , <br /> there is a road easement in the Colonial Woods plat which would <br /> connect the two plats . The Colonial Woods residents asked that the <br /> Park Board consider making that road easement a park area . (This <br /> issue was discussed at length later during this evening 's meeting . ) <br />
