PARK BOARD <br /> March 18 , 1985 <br /> Ken Johnson called to order the March 18 , 1985 meeting of the <br /> Lino Lakes Park Board at 7 : 05 P.M. Present : Ray Johnson , <br /> Pete Scherer, Jim Flannery , Bill Nissen . George Lindy joined <br /> the meeting at 8 :15 P .M. Pete Kluegel , Building Inspector; Don <br /> Volk , Public Works Supervisor; and Shar Foster, Secretary were <br /> also present . <br /> BURQUE AND TUBBS METES AND BOUNDS SUBDIVISION - PARK DEDICATION <br /> The City has received application for two metes and bounds sub- <br /> divisions very near each other in the southeast corner of the <br /> City; the Audrey Burque subdivision request , and the Paul Tubbs <br /> subdivision request . The Park Board is looking at the park dedi- <br /> cation requirements with regard to these requests as one issue , <br /> because of their close proximity . Mr. Volk and Mr. Kluegel ex- <br /> plained that the City Planner is putting together a road access <br /> plan for the area which would assure that easements are planned <br /> for future roads when considering the subdivisions . <br /> The Board was reminded that there is approximately a 20-acre parcel <br /> near the West Oaks area which is marginal land set aside for an <br /> undeveloped park. It was felt that the issue of park dedication fees <br /> scheduled for discussion at this meeting should be resolved in <br /> conjunction with these two subdivisions , so that the applicants ' <br /> ,^ park dedication fees can be made according to the new policy . <br /> The Board particularly wanted the dollar amount figures in lieu <br /> of land to be decided upon with regard to these two applicants . <br /> ESTABLISHING NEW PARK DEDICATION POLICY <br /> The Board reviewed the March 11 , 1985 memo from Zack Johnson , sub- <br /> ject "Park Dedication Fees" and the proposed guidelines attached. <br /> The consensus of the Board was that the fees should be based on : <br /> density , per unit , paid upon granting of building permit , option <br /> available for land in place of money , separate fee for industrial <br /> property . <br /> It was mentioned that there seems to be some discrepancy with the <br /> City Cody versus other written guidelines used by the City in deter- <br /> mining park fees . <br /> Ray Johnson moved to set the park dedication fee at $160 per unit <br /> and have all City guidelines rewritten per the proposal presented <br /> by Zack Johnson . All City documents referencing park dedication <br /> policy need to be consistent . Mr. Flannery seconded the motion . On <br /> the vote , Mr. Scherer voted no. Motion carried. <br /> CONSIDERATION OF MINUTES - FEBRUARY 4 , 1985 <br /> Ray Johnson moved to approved the minutes as presented . Mr. Flannery <br /> seconded the motion. Carried unanimously . <br />
