AGENDA ITEM <br /> STAFF ORIGINATOR: Marty Asleson <br /> DATE: August 27, 1996 <br /> TOPIC: Petition for Skate Boarding Slab <br /> BACKGROUND <br /> Please find enclosed a copy of a petition we received from Mitch <br /> Rehbine concerning a skateboarding slab for teens to be located in <br /> one of our parks. I have consulted with our insurance company on <br /> this matter and this falls into one of those areas such as <br /> trampolines thate were removed from public facilities for the most <br /> part, because of the number of injuries attributed to use. <br /> Our insurance company indicated that the user group would have to <br /> provide liability insurance at least at the statuary limits of <br /> 600,000 and name the city as an additional insured. The question <br /> of controlling use then becomes the concern. <br /> There appears to be some public participation in this sport. <br /> Roseville has worked with it for a few years, through contracting <br /> this program with a private company, and most recently providing <br /> for skate board ramps, etc. , in their oval tract area. Doug Holms <br /> from our risk management company indicated that we would need to <br /> follow all safety and risk management procedures such as fencing, <br /> supervision, signage, communication, first aid, personal protective <br /> equipment, inspection, and impact barriers. <br /> The options that have been tried present a wide array of premiums <br /> and deductibles, that theoretically could be paid for through fees. <br /> One city started iwth a $2000 estimate for a ramp and going on <br /> their own found out the program would cost about $13,000 per <br /> season. <br /> I think we have some very creataive and ambitious teens that are <br /> trying themselves to solve the problem of something to do and a <br /> place to hang-out. All the more proof of the need for a teen <br /> center to be reconsidered. This might be worth pursuing further, <br /> especially on a private company basis. More research needs to be <br /> done on how, and how much will it cost, and how will it get paid <br /> for. <br /> OPTIONS: <br /> 1. Approve the skate board slab petition <br /> 2. Disaprove the slab petition <br /> 3. Defer this decision until more information can be compiled. <br /> RECOMMENDATION: <br /> I would like to keep an open mind to this and give more time to <br /> look at the concerns. <br />
