7 <br /> MEKORANDUM <br /> Date: August 1, 1996 <br /> From: Marty Asleson <br /> To: Lino Lakes Park and Recreation <br /> Subject: Birchwood Acres Park <br /> I have scheduled the pre-park board field review for Birchwood <br /> Acres again this month. I would like the members who can make it <br /> to meet by the playground equipment. I am somewhat caught <br /> between disagreement concerning the berm on the east side of the <br /> playground structure. As you might recall, Mr. Brian Webster, <br /> who lives directly across from the playground structure, showed <br /> support for the playground if a berm could be constructed in what <br /> seems to be a natural extension of the existing berm with the <br /> mature oak trees. At least 4 residents (3 that live directly <br /> next to the park and one that lives somewhat adjacent to the <br /> park) , have been very busy with this idea and the plantings of <br /> trees on this berm. <br /> The two concerns that have been raised is playground visibility <br /> and air circulation. My intention was to transplant some of the <br /> aspen trees on the marsh side of the playground and move them <br /> around the bordering areas as buffers. Some of these trees were <br /> already removed and transplanted as a result of our construction. <br /> It was hoped that by opening up the playground on the Marsh side <br /> we would do much for visibility and the air circulation. This is <br /> a very sensitive issue and have been asked by residents to put <br /> this off for a while so that folks can get used to the new <br /> changes first. This seemed like an appropriate thing to do. <br /> The problem is that building up the berm too much more will <br /> create a visibility problem and separate the open play area with <br /> the playground. Dense plantings will also add to that problem. <br /> I had George Watson out here Wednesday to review the issue. <br /> George responded with the following attached recommendation. I <br /> have also enclosed a copy of a facility use evaluation for <br /> Sunrise Park that had a comment concerning Birchwood Acres Park. <br /> I am asking for direction on this berm issue. <br />
