MEMORANDUM <br /> Date: July 29, 1996 <br /> From: Marty Asleson <br /> To: Lino Lakes Park and Recreation Board <br /> Subject: N-14 Park Land Possibilities <br /> Please refer to page 6-19 of the Comprehensive Park and Trail <br /> Plan. The history of land provision for this neighborhood park <br /> has been very difficult. The park was originally intended to be <br /> located in the area located north of the designated area in the <br /> plan(indicated as an open area) . This area was lost sometime <br /> during the composition of the Comp-plan to a private investor who <br /> sold the area for a single family residential lot. A search was <br /> than initiated for a suitable 6 acre site and narrowed down to <br /> the area that was purchased by the Shorview Covenant Church. <br /> During this process, the Woods of Baldwin Lake emerged to create <br /> more housing, residents, and open space needs. Thus a dedication <br /> was taken at the present mini-park site. <br /> Since the projected needs for this area is about 6 acres <br /> 1001 according to our comprehensive plan, the idea of working <br /> something out with the church site became a focus. An additional <br /> parcel of land known as outlot B was looked at by the Park Board <br /> some time ago. This is the area to the west and owned by Mr. <br /> Rick Carlson. This piece of land is now basically land-locked by <br /> Woodridge Estates and the church property. Since the developer <br /> was interested in developing the north side of the church <br /> property and donating outlot B, the idea was brought to the Park <br /> Board, the developer didn't show up, and the consideration <br /> tabled. I believe the Park Board also felt this to be an <br /> unusable area for play field and that is what was needed in this <br /> area. <br /> The church has now come to the city with a development review for <br /> the construction of their facility. The Design Review Board has <br /> requested input from the Park Board on this site review. Staff's <br /> initial thoughts were that a land trade might be rendered between <br /> Rick Carlson and the church making it possible for the church, <br /> Rick Carlson and the City to come out good on needs. As it turns <br /> out the church is not interested in working on this trade with <br /> Rick Carlson. This could have given us about 4.5 acres of land <br /> with about 3 acres of upland on the north side with access off of <br /> Oak Lane. <br /> I attended a church building meeting last week and discussed the <br /> idea of a lease purchase agreement. Myself and Mary Kay, also <br /> have had several discussions with Tim Yantos, spokesperson for <br />
