AGENDA ITEM <br /> STAFF ORIGINATOR: Marty Asleson <br /> DATE: July 28, 1996 <br /> TOPIC: Baldwin Lake Court; Trail, Canoe Access Playground <br /> BACKGROUND <br /> The owner of the Baldwin Lake Trailer Court is approaching the city <br /> on a proposed expansion of the court on the south side north of <br /> Lauraine Avenue. As part of the discussions of this proposal I <br /> have discussed the possibilities of trail access out onto Lauraine <br /> Avenue for the residents in this park. Access to the trail system <br /> via Linda Avenue//Linda Court in fox trace could be accomplished. <br /> The residents have been isolated in this area on a very similar <br /> parallel with the Rice Lake Estates residents. <br /> As an additional item of discussion, the owner of the court, Mr. <br /> Paul Howard has indicated that he has permission to run a trail <br /> down to Baldwin Lake for a canoe access. In my discussions with <br /> Mr. Howard, the idea of making this a public trail access for <br /> canoes was somewhat of a positive notion. A small parking lot <br /> located at the end of Lorraine Avenue could be provided, and an <br /> access to the trail where residents could carry a canoe to the <br /> lake. This lake is virtually inaccessible to canoeing at this time <br /> and is a haven for activities such as bird-watching. <br /> There is a small open space in the older portion of this <br /> development where Mr. Howard is planning a small mini-park. <br /> Perhaps we should consider working with Mr. Howard in provision of <br /> services in Parks and Recreation in this respect. <br /> Jeanne Keanow our community services Officer has indicated that <br /> there is a need from the youth standpoint to do something in this <br /> area. I think we can help. I believe Mr. Howard is coming to the <br /> meeting to discuss his ideas. <br />
