MEMORANDUM
Date: May 2, 1996
From: Marty Asleson
To: Lino Lakes Park and Recreation Board
Subject: A-3 Athletic Complex DNR Outdoor Recreation Grant
Last year we applied for a State Outdoor Recreation Grant funded
by state and federal (LAWCON) dollars. This was a land
acquisition grant for the A-3 Athletic Complex on Holly and
County Road J. The grant could only be used for this site (it was
not open-ended) .
After the state review process we were denied this grant request.
The new round of grants was due on May lst of 1996. Sometime
into working on this grant I received a call from Audry Mularie
from the DNR saying that the legislature did not approve dollars
for 1996, and that the grant deadline was being extended to March
1st of 1997 . Audry did inform me at that time that the were
going to recommend to the state legislature that our 1995 grant
be funded. This grant was approved at the legislative hearing on
April 24th.
The original grant instructions did not indicate a cap on the
amount of award, but it turns out it was $50, 000 . As you might
recall, we were only allowed and instructed to apply for 50% of
the appraised value of this land. The value was $250, 000
according to the appraisal that was done. Thus our original
grant request was $125, 000-match.
At any rate, we did receive the $50, 000 that must be used before
the end of 1997. Better than nothing, and perhaps this will
be"seed-money" for this acquisition project.
I have included a copy of the letter from Audry Mularie on the
grant notification. Note the an Environmental Assessment
Statement was required within 30 days of April 12th. I finished
this report and mailed it today.
