AGENDA ITEM <br /> STAFF ORIGINATOR: Marty Asleson <br /> DATE: April 30, 1996 <br /> TOPIC: Trail Committee Resolution Update <br /> BACKGROUND <br /> Last year the Park and Recreation Board sent a resolution to the <br /> city council establishing a trail committee for the City of Lino <br /> Lakes. This resolution was past on November 2, 1995. <br /> We went to the city council on February 23rd with a list of trail <br /> committee recommendations. At this time the council wished to <br /> clarify a few issues in regards to the resolution before <br /> appointing trail committee members. Please find attached a copy <br /> of this resolution. <br /> The questions that needed to be clarified concerned the staggered <br /> lengths and terms of appointment and how the reporting system is <br /> to occur. <br /> The resolution reads "The committee shall consist of (5) members <br /> appointed by the city council for three-year terms on a colander <br /> basis except that the council may select members for a one or two <br /> year term on an initial basis in order to stagger the terms of <br /> the members. " It was suggested that the terms be 3 years and 2 <br /> years, or 2-2-1. I will let you decide and who should these <br /> people be? <br /> The other issue concerns who the committee would tender a report <br /> to in item 4. It may be better to have this committee tender a <br /> report to the Park and Recreation Board. <br /> OPTIONS <br /> 1. Set the staggered committee members at 3 years and 2 years, <br /> or other as the board sees fit. Have the committee report to the <br /> Park and Recreation Board. <br /> 2. Other options as per the Park and Recreation Boards wishes. <br /> 3 . refer back to staff for further consideration <br /> RECOMMENDATION <br /> option 1 <br />
