RECREATION MEETING MINUTES <br /> 1/16/97 .� <br /> PRESENT: Janet Bona- No. Metro Rec. ,Karna Koepke, Joy Neary, and Mark <br /> Johnson- Lexington. , Mary Saarion, Circle Pines. , Marty Asleson, Barry <br /> Bernstein, Mary Fogerty, Sandy Wood, and Sharon Lane- Lino Lakes. <br /> ABSENT: Dave Phipps- Circle Pines. , Michael Nevan and Richard Thompson- <br /> Centerville. <br /> 1. Janet explained the interest Centerville had in this merger and <br /> explained the contact with both Reps for Centerville she had. Also <br /> was noted that neither reps were at last meeting when we as a group <br /> had deciding on an earlier meeting time without putting into con- <br /> sideration Centerville reps schedule. It was decided that a 6:00 - <br /> 6:30 P.M. start time would work fine with everyone next time. <br /> 2. Concern from all on the current amount each city which represents <br /> North Metro Recreation is paying for recreation services. <br /> a) cities pay $5.68 per household/ per year <br /> b) Lino residents pay approx. $20.82 <br /> * Members need to address the individual City Council on being <br /> realistic on what it costs to be a part of a comprehensive <br /> Recreation Department. <br /> Marty Asleson stated that cities just aren' t going_ to get a lot more <br /> with their existing contribution. <br /> ADDED EXPENSES: Larger clientele for recreation brochure which <br /> is delivered to residents on a quarterly basis (currently approx. <br /> $3,000 , costs could more than double) . , also administrative cost <br /> increase approx. $5,000 more. , and hiring an additional Recreation <br /> Program Person could cost approx. $40,000 including benefits. <br /> Mary Saarion stated that these current figures are an embarrassment <br /> exemplifying what recreation means to our cities. <br /> * Mary is going to do a survey of surrounding urban cities on the <br /> amount taxpayers pay for Recreation in their cities. She will <br /> bring it to our next meeting so we may compare the norm and <br /> possible bring it to the City Councils also. <br /> Marty Asleson stated that the North Metro cities may be able to see <br /> how they ^rank" in comparison with these other cities with similar <br /> populations through this survey and increase the amounts paid for <br /> Recreation. He also noted that it wasn' t expected that these levels <br /> be used to determine amounts but to show Council members where each <br /> city ranks. <br /> 2. Janet Bona will provide to meeting members next month a listing of <br /> the programs currently offered through No. Metro. Barry and Janet <br /> will work on the increase of comprehensive programs of which could be <br /> offered if a merger were to take place. This also would be a tool <br /> for No. Metro Cities to use when approaching the city councils. <br /> 3. Discussion on the type of agreement which we would seek from cities. <br /> a) Being professionals in the field of Recreation both Mary and Marty <br /> informed the group on desire of more of a "Contract for Services" <br /> to begin with for each of the cities involved; this way each city <br /> 1—N pays their own insurance, etc. <br /> A joint powers agreement is somewhat more involved in specific <br />
