POLICY NUMBER 3.075 <br /> YOUTH ATHLETIC ASSOCIATIONS <br /> I.POLICY STATEMENT <br /> A key goal of the Chys Ream ion and Enterprises Department fiuxxion is to provide a rich variety of <br /> recreational opportunities to city youth in the most efficient manner possible. To achieve this goal,the City will <br /> emphasize a partnership with-volunteer organizations to plan, organize, and implement youth recreational <br /> programs both as a means of containing service costs and as a method of ensuring a community-based program. <br /> 11 PROCEDURES <br /> The City may recognize any number of associations based on the availability of resources and determination of <br /> the benefit to the community by the Recreation and Enterprises Director. <br /> 1. To qualify as a recogrrii� City youth athletic association,the association must provide: <br /> • Youth sports program(s)open to all residents in their designated service area <br /> • A full array of sports programs for boys and girls involving all age and competition levels. <br /> r1 <br /> • Democratic procedures and elections that ensure input from the residents regardir g program input and <br /> policies. The Recreation and Enterprises Department staff shall receive a copy of the grotVs by-laws to <br /> help verify this point. <br /> • Verification of non-profit status.They shall provide the City with an annual financial report and a <br /> copy of any tax filings required by the state or federal governments. <br /> • Established grievance procedures which involve a City staff member as a non-voting observer.The <br /> City will observe in cases where City participation seems prudent. <br /> • Opportunity for a Recreation and Enterprises Department representative to participate(non-voting) <br /> in Board meetugs and attend monthly meetings as desired. <br /> 2. In return, qualifying associations will receive from the City- <br /> Priority use of City-owned facilities along with other established priority users. <br /> Use of City facilities needed to operate their programs at no charge or reduced rates as outlined in the fee <br /> policy. NOTE: The Ice Center is an exception to this in that no reduced rates are offered as outlined in the <br /> funding proposal when the second sheet of ice was built. <br /> Acknowledgment of the groups as providers of their respective sport offerings. As part of this,the City <br /> does not offer programs in these—areas,but refers residents to these organizations. <br /> 3. Youth athletic associations are valued partners to the City in providing organized recreational <br /> opportunities. Consequently, serious conflicts arising within or between associations and resident <br /> groups that threaten the quality of those recreational opportunities are of concern to the City. <br />
