COUNCIL MINUTES April 13, 1998 <br /> Mayor Sullivan asked what could happen if the land owner does appeal. Mr. Hawkins stated that <br /> the appeal would involve the money he received for the property, not the title itself. <br /> Mr. Bergeson asked for clarification on the approximate $5.3 million. Ms. Vaske explained how <br /> they got to that figure, noting that when the process started last year the figure was $3.5 million. <br /> She also verified that the $5.3 million figure did cover the costs of all three buildings. <br /> Council Member Lyden asked who was representing the City regarding the lease with the School <br /> District. Mr. Pecchia said it was Randy Schumacher. <br /> Mayor Sullivan questioned if the agreement covered all the costs and Ms. Vaske indicated that it <br /> did. <br /> Council Member Lyden moved to proceed with City Hall,Early Childhood Center, and Police <br /> Department and authorize bonding in the approximate amount of$5,350,000.00. Council <br /> Member Neal seconded the motion. Motion carried unanimously. <br /> Civic Complex/Early Childhood Facility,Village Center, Site Plan Review and Conditional <br /> Use Permit for Early Childhood Facility- Mr. Wessel informed the Council that the Site Plan <br /> Review and Conditional Use Permit were approved by the Planning and Zoning Board at their <br /> March 11, 1998 meeting with the condition that the Plat for the Village No. 2 be approved. <br /> Since the plat review required a Public Hearing at the April 8 Planning and Zoning Board, staff <br /> decided to wait to present this item until completion of that review. They are now asking <br /> Council to consider the plat (previous agenda item),the Site Plan review and the Conditional Use <br /> Permit. <br /> Mr. Wessel continued stating that the City of Lino Lakes is requesting approval of a+44,000 <br /> square foot civic complex within the Town Center"Village" located south of I-35W and east of <br /> Lake Drive. The civic complex is comprised of the following components: <br /> 1. A 17,404 square foot City Hall. <br /> 2. A 16, 378 square foot Police Station. <br /> 3. A 10,037 square foot Early Learning Center(to be leased and operated by the <br /> Centennial School District). <br /> Specifically,the following approvals are necessary to accommodate the proposed use: <br /> 1. Site and building plan. <br /> 2. Conditional Use Permit to allow a"school"within a PSP, Public/Semi-Public <br /> � Zoning District. <br /> 9 <br />
