Planning&Zoning Board <br /> April 8, 1998 <br /> Page 2 <br /> Chair Schaps opened the floor for the nomination and election of the Chair and Vice y <br /> Chair of the Planning And Zoning Board. <br /> Mr. Johnson made a MOTION to elect James Schaps to the office of Planning and <br /> Zoning Board Chair and was supported by Mr. Schilling Motion carried, 6-0-1 with <br /> Schaps abstaining. <br /> Mr. Robinson made a MOTION to elect William Johnson to the office of Planning and <br /> Zoning Board Vice Chair and was supported by Mr. Schilling. Motion carried, 6-0-1 with <br /> Johnson abstaining. <br /> IV. OPEN MIKE <br /> Chair Schaps declared the Open Mike portion of the meeting open at 6:35 p.m. There <br /> were no comments. <br /> Mr. Robinson made a MOTION to close the Open Mike portion of the meeting at 6:36 <br /> p.m., and was supported by Mr. Trehus. Motion carried 7-0. <br /> V. ACTION ITEMS <br /> A. PUBLIC HEARING, Molin Concrete, 415 Lilac MUSA Expansion to allow <br /> connection to city utilities <br /> Chair Schaps declared the public hearing open at 6:37 p.m. <br /> Ms. Wyland explained that Molin Concrete is requesting MUSA designation to allow <br /> their facility to be connected to the City sewer which will soon be installed in front of the <br /> facility on Lilac Street (the project has been ordered by the City Council). The Planning <br /> and Zoning Board recently approved an amended conditional use permit and site plan <br /> review for Molin Concrete to allow expansion of the use. Ms. Wyland proceeded to <br /> present the staff report. <br /> Ms. Wyland stated that it appears it would be in the the best interest of both the applicant <br /> and the City to have this facility connected to city utilities. Therefore, staff recommends <br /> approval of this Comprehensive Plan Amendment. <br /> Chair Schaps verified with Ms. Wyland that the Met Council had no objection to this and <br /> they would not be taking this from the City's Interim MUSA Reserve. Ms. Wyland <br /> responded by stating that the City has approximately 100 acres in their reserve that has <br /> been earmarked for use in the southern part of the city. <br /> Mr. Robinson asked about the planting of the berm in the rear. Ms. Wyland explained <br /> that the site plan for the Molin expansion was included in their packet for informational N%-W, <br />
