City of Lino Lakes <br /> Park Board Meeting <br /> March 2 , 1998 <br /> The March 2, 1998 City of Lino Lakes Park Board meeting was <br /> called to order at 6: 35pm, by George Lindy, Chair. <br /> Roll call was taken, members present were Betty Piper, George <br /> Lindy, Pam Taschuk, Sharon Lane, and Paul Montain. <br /> Joe Schmidt arrived at 7 : 00 p.m. <br /> Also present were Rick DeGardner, Parks and Recreation Director, <br /> and Sandie Wood, Office Manager. <br /> APPROVAL OF FEBRUARY 2, 1998 MINUTES: <br /> Pam Taschuk made a motion, seconded by Paul Montain, to approve <br /> the February 2, 1998 minutes . The minutes were approved. <br /> OPEN MIKE : <br /> Bob Matykiewicz of 6674 Black Duck Drive addressed the group <br /> regarding the proposed Quail Ridge park project. He suggested <br /> that, if the City fills the wetlands in that area, the water <br /> which typically runs off onto the northeast corner of his <br /> property will have no outlet. Jeff Schoenbauer, Vice President <br /> of Brauer & Associates, Ltd. , responded, acknowledging that some <br /> grade changing would be required for development and that water <br /> n flow would have to be rerouted. <br /> Mr. Matykiewicz also asked about the amount of fill the City <br /> would do, to which Mr. Schoenbauer responded the intent is to <br /> strike an acceptable balance. He added that the master plan is <br /> an initial step and is subject to change. <br /> QUAIL RIDGE MASTER PLAN: <br /> Mr. Schoenbauer presented a review of the process and overall <br /> plan for Quail Ridge, explaining that thus far three public <br /> meetings have been held. The first meeting addressed the desires <br /> of the residents; the second, concepts; and the third, a <br /> preliminary master plan. Mr. Schoenbauer stated that the intent <br /> is to arrive at a balance between active and passive uses for <br /> this site. <br /> This small park is intended to serve the local residents as well <br /> as provide a trail tie-in with the rest of the community' s trail <br /> system. Mr. Schoenbauer explained that the trail system <br /> contained in this master plan is consistent with the overall park <br /> system plan. <br /> Mr. Schoenbauer stated that at this point plans are predicated <br /> upon a base map compiled with existing information from the <br /> City' s engineering department, and the site has not been <br /> specifically surveyed and delineated with respect to wetlands . <br /> Therefore, these issues will be addressed as the site is <br /> developed. He added that through mitigation and reworking grades <br /> most of the proposed development will be accomplished. <br />
