SPECIAL COUNCIL MEETING OCTOBER 19, 1998 <br /> CITY OF LINO LAKES <br /> MINUTES <br /> DATE October 19, 1998 <br /> TIME STARTED 6:09 p.m. <br /> TIME ENDED 10:15 p.m. <br /> MEMBERS PRESENT Bergeson, Dahl,Lyden,Neal, Sullivan <br /> MEMBERS ABSENT None <br /> Staff members present: Community Development Director, Brian Wessel; <br /> Administration Director, Dan Tesch; Planning Coordinator, Mary Kay Wyland; <br /> Consulting Planner, Al Brixius and Clerk-Treasurer Marilyn Anderson. <br /> The purpose of the meeting was to discuss the draft Comprehensive Plan, consider the <br /> issues and come to a comfortable consensus. <br /> Kim Sullivan explained that she had concerns with three(3) issues. They were the <br /> transportation plan,the moderate goal of 147 new homes per year and the Rice Lake Sea <br /> Plane Base. <br /> Rice Lake Sea Plane Base- Kim expressed concern about the Performance Zoning <br /> classification around the Sea Plane Base and the Lino Air Park. She also expressed <br /> concern about the potential of expansion of both facilities. She was concerned about the <br /> impact on the Chomonix Golf Course and residents in the immediate area of the Sea <br /> Plane Base. Al explained that Performance Zoning was not established to accommodate <br /> the expansion of any air field. Kim asked, from a planners point of view, would <br /> expansion of the Sea Plane Base be appropriate. Al said no, however, the Sea Plane Base <br /> is an existing"grandfathered"use. Kim said she would like to see a restriction so it <br /> cannot expand. <br /> Andy Neal explained that there was no room for expansion. Al explained that any <br /> expansion would require full Council review. <br /> Al referred to the vacant parcel of land at the northeast corner of the intersection of Lake <br /> Drive and Aqua Lane and explained the owner had approached the City about putting a <br /> Super America gas station on the parcel. Staff has not been receptive to this proposal. <br /> John Bergeson said he did not have a problem with the Sea Plane Base. However, he is <br /> concerned about Lake Drive because of the different uses along that corridor. How could <br /> the corridor be planned to the year 2020?There is no mechanism to deal with this <br /> situation. Al explained that other cities have faced the same situation. He said that the <br /> area should be left as it is. The City would establish criteria for that area and any <br /> proposals for the corridor would be handled by implementing Performance Zoning. <br /> PAGE 1 <br />
