CITY COUNCIL WORK SESSION JULY 8, 1998 <br /> will not be enough time during the 1998 construction season to complete the work that <br /> had been anticipated in 1997. <br /> Kim asked Mr. Lyle Carpenter, Commander of the VFW, how the change in construction <br /> plans impacts the VFW building plans. Mr. Carpenter explained that the VFW does not <br /> understand why the construction of the services has to stop at the police station when the <br /> VFW is only a short distance further. He felt it would be an advantage to the City to <br /> extend services to the VFW and asked for cooperation and recognition on this matter. <br /> Dave explained that the VFW is approximately 1500 feet(1/4 mile) beyond the police <br /> station. He suggested that he revise the construction plans to indicate an interim <br /> construction date of mid July for services to be at the VFW. Chris Lyden said that the <br /> City Council does appreciate the efforts of the VFW very much,however, even the best <br /> efforts of the City will fall short.Kim felt that if the City made the commitment proposed <br /> by Dave, the VFW could prepare their building plans so that they could complete their <br /> building project in 1999. <br /> Dave explained that easement acquisition is now on track and all other concerns have <br /> been resolved. He will advertise for bids on the project in late winter or early spring when <br /> the bidding atmosphere is most favorable. <br /> Brian said that he is looking forward to working with the VFW on their building project. <br /> He explained that normally it takes four(4)to six (6) months to go through the process of <br /> site plan and building plan review with the Planning and Zoning Board and the City <br /> Council. He suggested that he and the VFW sit down and begin this process. <br /> Kim apologized to the VFW for not keeping them up to date on the progress of the utility <br /> construction. John explained that the schedule presented last fall was a preliminary <br /> estimate and should not have been viewed as a commitment. He suggested that staff <br /> contact other businesses along Lake Drive to be sure that they are aware of the <br /> construction schedule. Dave noted that he did hold a meeting for all affected property <br /> owners along Lake Drive in mid-May. He will schedule another meeting. <br /> Kim thanked the VFW for coming and expressing their concerns. <br /> TRAIL AROUND RESHANAU LAKE,JOHN BERGESON <br /> John briefly explained that there has been a trail around the north end of Reshanau Lake <br /> for as long as anyone could remember. When Reshanau Lake Estates was platted, Outlots <br /> A& B were platted as common property and deeded to the Reshanau Lake Estates <br /> Homeowners Association. The City first recorded a street easement through Outlots A& <br /> B to insure that there would be an opportunity to extend Black Duck Drive and/or utilities <br /> around the north end of the lake in the future. After discussions with the developer, the <br /> n City vacated the street easement and obtained and recorded a utility and drainage <br /> PAGE 2 <br />
