COUNCIL MINUTES AUGUST 24, 1998 <br /> Council Member Bergeson moved to approve the contract with Ehlers and Associates, Inc., as <br /> presented. <br /> Mayor Sullivan made a friendly amendment to include the following conditions: <br /> 1. The contract includes the August 21 st memo. <br /> 2. Ehlers and Associates is required to comply fully with the City Policy regarding <br /> reimbursements. <br /> 3. The City Administrator have approval for increase in hourly pay. A notice to <br /> the City Council will be required. <br /> 4. Ehlers and Associates will have joint responsibility with the City Administrator <br /> and the Economic Development Department. <br /> Council Member Bergeson stated he agreed with the amendment to the motion if the changes are <br /> not difficult for the Economic Development Department. Mr. Wessel indicated the changes are <br /> not difficult for the Economic Development Department. <br /> Council Member Neal seconded the motion. Motion carried with Council Member Lyden voting <br /> no. <br /> Consideration of Appointment of John Powell (TKDA) as City Engineer, Brian Wessel- <br /> Mr. Wessel stated City staff reorganization required re-assignment of the City Engineer's <br /> responsibilities to a consulting City Engineer. Mr. John Powell of TKDA has agreed to serve as <br /> City Engineer through December of 1999. As an employee of TKDA,he is bound by the <br /> conditions and obligations of the contract between TKDA and the City. <br /> Mr. Powell will work under the Community Development Director. His responsibilities will <br /> include managing the City's Municipal State Aid system, submitting reports and permit <br /> applications to governmental agencies, and serving as lead contact for the City on engineering <br /> issues. <br /> Mr. Wessel stated the Community Development Department has three (3) goals. The first goal is <br /> to establish a Commercial image within the City of Lino Lakes, 2) expand the City's economic <br /> base, and 3) address the City's infrastructure needs. He stated the appointment of Mr. Powell as <br /> City Engineer is an opportunity to facilitate the restructure of City staff. Mr. Wessel referred to a <br /> preliminary organization plan of the City. He indicated the City is looking to integrate the <br /> functions of the City Engineer within the Economic Development Department. Mr. Wessel read <br /> a letter from Mr. Powell that indicated he accepted the City's appointment to serve as City <br /> Engineer through December, 1999. <br /> 8 <br />
