Planning&Zoning Board <br /> June 10, 1998 <br /> Page 5 <br /> Mr. Kerber stated that initially they had considered a ghost plat. They felt it was a <br /> useless tool. The critical tool regarding this development is the rezone. <br /> Chair Schaps stated that Mr. Brixius will work with North Suburban Development, Inc., <br /> to resolve the City's concerns. When Mr. Brixius is satisfied that these issues have been <br /> resolved, he will recommend approval to the Planning and Zoning Board. <br /> Mr. Brixius indicated he is looking for an assurance of quality development. Mr. Wessel <br /> stated that City Staff are available to work with the developer to complete this project. <br /> Mr. Kerber stated that he did not know how to satisfy Mr. Brixius. <br /> Chair Schaps directed Mr. Kerber to work with City Staff. <br /> Mr. Corson made a MOTION to continue Highland Meadows II (Gusse Property)Rezone <br /> to the July 8, 1998, Planning and Zoning Meeting, and was supported by Mr. Dunn. <br /> Mr. Johnson asked when the Comprehensive Plan will be in place. Mr. Wessel stated <br /> that the target for the Comprehensive Plan is the end of 1998. <br /> Motion carried 6-0. <br /> B. PUBLIC HEARING, Holly Estates, 1101 Holly Drive, Preliminary <br /> Plat/Planned Development Overlay <br /> Mr. Wessel announced that Mr. Tom Sohrweide, SEH Transportation Engineer, is present <br /> to answer any engineering questions regarding this plat as Mr. Ahrens is on vacation. <br /> Mr. Brixius stated that K.C. Development Corporation is requesting preliminary plat <br /> approval for an 11 lot single family subdivision entitled Holly Estates. The subject five <br /> acre site lies west of 12th Avenue, and north of Holly Drive. the site is zoned R-1X, <br /> Single Family Executive Residential District. <br /> To allow a degree of design flexibility within the subdivision,the applicant has requested <br /> a PDO, Planned Development Overlay. <br /> Mr. Brixius stated that the Park Board has recommended the following at its'May 4, <br /> 1998,meeting. <br /> 1. A transportation trail be provided along Holly Drive eastward to the Trappers <br /> Crossing cul-de-sac. <br /> 2. The Park Board further decided they would like a cash dedication in lieu of land. <br />
