Planning&Zoning Board <br /> June 10, 1998 <br /> Page 14 <br /> Mr. Wessel stated that improvements to 77th Street will be made. He could not address <br /> Mr. Stanley concerns this evening. He stated that those concerns will be addressed in the <br /> future. <br /> George Palace, 7722 Marilyn, expressed concern regarding the lighting for the project. <br /> He asked the Board to consider how far the lighting will bleed over into the <br /> neighborhoods. <br /> Tom Vacha, 7702 Lake Drive, asked about Lake Drive being able to absorb all the traffic <br /> from 77th Street. Mr. Wessel stated that Lake Drive will be upgraded to a 4 lane road. <br /> He stated that he is securing a study from SEH explaining the ramifications of the <br /> development. He will receive the report in a few weeks. Mr. Vacha indicated that there <br /> is too much traffic already. He would like to see the road built before the project begins <br /> to accommodate the traffic. <br /> Mr. Johnson made a MOTION to close the public hearing at 9:00 p.m.., and was <br /> supported by Mr. Corson. Motion carried 6-0. <br /> Chair Schaps asked for a show of hands from the Board of those in favor of the project <br /> and endorsement of the concept plan. All Board members raised their hands. <br /> D. Paul Munoz, 55 Ash Street, Variance <br /> Ms. Wyland stated that Paul and Dorothy Munoz have resided at 55 Ash Street since the <br /> late 1970's and have experienced several changes along County Road J./Ash Street. <br /> Their property is on the northeast corner of Ash Street(County Road J.)and Baldwin <br /> Lake Road. The most recent change experienced was the widening of County Road J. <br /> from Hodgson Road to the west. This widening resulted in the condemnation of <br /> approximately 17' of their property and the removal of a row of mature evergreen trees. <br /> Since the roadway improvement, several property owners across County Road J.have <br /> installed board on board 6' privacy fences on their rear property lines. These properties <br /> are located in Shoreview. With the completion of each fence installation,the noise <br /> experienced on the Munoz property has increased. They are now requesting permission <br /> to install a similar fence. <br /> Ms. Wyland indicated staff recommended approval of the variance subject to Anoka <br /> County Sight Line Standards as they relate to the intersection of Baldwin Lake Road and <br /> County Road J. <br /> Mr. Johnson asked where the fence will be located. Ms. Wyland stated the fence will be <br /> placed on the inside front row of pine trees toward the house. <br /> Mr. Trehus stated that additional right-of-way may be required if County Road J. is <br /> extended to a 4 lane road. He indicated that visibility is also a concern. Ms. Wyland <br />
