Council Member Neal introduced the following ordinance and moved its <br /> adoption: <br /> CITY OF LINO LAKES <br /> COUNTY OF ANOKA <br /> ORDINANCE 03-98 <br /> AN ORDINANCE AMENDING CHAPTER 200 OF THE CITY CODE; PARKS, <br /> RECREATION AND ENVIRONMENTAL COMMISSION <br /> The City Council of the City of Lino Lakes hereby ordains as follows: <br /> The City Code of the City of Lino Lakes, Chapter 200, Subdivision 211 is hereby <br /> repealed and replaced as follows: <br /> 211. Parks and Recreation Board <br /> 211.01 Purpose. The purpose of this chapter is to provide aid and advice to the <br /> Council in its efforts to encourage productive and enjoyable harmony between people and <br /> their leisure needs; to stimulate the health and welfare of people; to improve and insure a <br /> lasting quality of life within the city. <br /> 211.02 Establishment. The Lino Lakes Board on Parks, and Recreation, hereinafter <br /> referred to as the Board, is hereby established. The board shall operate in accordance with <br /> Chapter and 210. Membership of the Board shall consist of seven (7) members who shall be <br /> appointed by the Mayor, with City Council approval, for three(3) year terms commencing <br /> on January 1'. Terms shall be staggered so that no more than one-half of the members' <br /> terms expire at one time. Both the original and successive appointee shall hold their <br /> respective offices until their successors are appointed and qualified. Vacancies during the <br /> term shall be filled in the same manner as the original appointments are made for the <br /> unexpired portion of the term vacated. Every appointed member shall before entering upon <br /> the discharge of his duties, have taken an oath that he will faithfully discharge the duties of <br /> his office. <br /> 211.03 Duties. The Board shall: <br /> (1) Develop plans for the physical development of all present and future <br /> city parks, based on the projected recreational needs of the city and <br /> its citizens. The plans shall include a topographical lay-out of the <br /> park and all facilities, plus development cost estimates, a proposed <br /> development time schedule, and an annual operating budget. <br /> (2) Develop policies and plans for a long-range city park acquisition <br /> program. The plan shall be consistent with the city's land use <br />
