COUNCIL MINUTES December 21, 1998 <br /> The policy can be amended to empower the investment officer through the assigned job <br /> description, currently the "Financial Analyst"job description, and eliminate the need for future <br /> amendments based on job title changes. <br /> Staff recommended Council adopt Resolution No. 98 - 178. <br /> Council Member Bergeson moved to adopt Resolution No. 98 - 178, as presented. Council <br /> Member Lyden seconded the motion. Motion carried unanimously. <br /> Resolution No. 98 - 178 can be found at the end of these minutes. <br /> Consideration of Depositories for 1999 -Mr. Tesch stated that due to a death in his family he <br /> was unable to prepare this item. He asked that the item be tabled until the next Council meeting. <br /> Council Member Bergeson moved to table Item 3C, Consideration of Depositories for 1999,until <br /> the next regular Council meeting. Council Member Neal seconded the motion. Motion carried <br /> unanimously. <br /> Consideration of Legal Newspaper for 1999 -Mr. Tesch referred to a request from the Quad <br /> Community Press to be the official newspaper for the City of Lino Lakes, along with a rate <br /> quote. The purpose of an official newspaper is to provide a reliable location for publishing legal <br /> notices, as well as to keep as many citizens appraised of City activities as possible - i.e. widest <br /> circulation. <br /> Staff recommended Council designate the Quad Press as the City's official newspaper. <br /> Mr. Tesch was asked if the City advertised for bids. He explained that the City has not advertise <br /> in the past. Newspapers in the area send the City a request to be appointed the legal newspaper <br /> accompanied by an explanation of their rates and areas of coverage. Mr. Sullivan noted a posted <br /> bidding process is not required. <br /> Council Member Lyden stated that whether it is the law or not, it is the best practice to notify all <br /> papers about the bidding process. He suggested this issue be further discussed. <br /> Mr. John Bartunek, Director of Press Publications and a four(4)year resident of Lino Lakes, <br /> thanked the City for its past business. He stated the Press focuses on coverage and on <br /> circulation. <br /> Mr. Bartunek was told that there have been numerous complaints about circulation of the Quad <br /> Press. Delivery of the paper is very erratic. Mr. Bartunek said he would investigate the problem <br /> after this meeting. <br /> Council Member Neal moved to designate the Quad Press as the City's official newspaper. <br /> Council Member Dahl seconded the motion. Motion carried unanimously. <br /> 4 <br />
