COUNCIL MINUTES OCTOBER 26, 1998 <br /> October 9, 1998 SAC <br /> ($1,052.74) Approved <br /> Mayor Sullivan reminded those present of the guidelines for audience participation in City <br /> Council meetings, emphasizing the need for respectful dialog. <br /> OPEN MIKE <br /> No one appeared for open mike. <br /> Mayor Sullivan outlined the agenda for the Comprehensive Plan. She asked for a show of hands <br /> of those present to speak regarding the Comprehensive Plan. She stated the public hearing will <br /> not be reopened, however,members of the audience would be able to speak about the Plan for a <br /> period of no more than five(5)minutes. <br /> CONSIDERATION OF THE COMPREHENSIVE PLAN AMENDMENT(PLAN <br /> RESOLUTION NO. 98- 160,ALAN BRIXIUS <br /> I. Introduction -Recognition-Mayor Sullivan thanked everyone present for their interest <br /> in the Plan. She recognized and introduced those present who have been involved in the creation <br /> of the Plan for the last two(2)years. She thanked them for all their hard work and effort. <br /> H. Comments from Jamie Schaps-Chair of Planning& Zoning Board and Chair of <br /> Comprehensive Plan Task Force-Mr. Schaps stated the Plan is a compilation of a consensus <br /> of everyone involved and how they envision the City to be for the next 20 years. He stated there <br /> were many,many meetings,a lot of time,many different people, and a lot of input into the Plan. <br /> He thanked the City staff for all their help. He noted the Planning&Zoning Board <br /> recommended approval of the plan on a 6-1 vote. He welcomed more comments regarding the <br /> Plan but hoped there would be no more delays. He stated the Plan is an evolving document and <br /> it is understood that there will be amendments in the next 20 years. He thanked the Council for <br /> the opportunity to speak and Chair the Comprehensive Plan Task Force. He stated the strength <br /> of the Plan is from the strength of the Task Force that the City selected. <br /> III. City Attorney-Bill Hawkins-Mr. Hawkins stated the Plan resulted from an act of the <br /> Legislature. All communities are required to develop a Plan. State Statute requires a community <br /> review. The Plan must be submitted to the Metropolitan Council by the end of the year. In <br /> addition,the Plan requires a 4/5ths vote from Council. <br /> IV. Comprehensive Plan Amendment <br /> A. Summary of Plan -Alan Brixius -Mr. Brixius presented a summary of the draft <br /> Comprehensive Plan. He stated all issues were addressed during the two (2)year process. <br /> B. Economic Development-Brian Wessel-Mr. Wessel stated the City tax base can be �.. <br /> broadened within the Policy Statement. The focus is year 2010 for Economic Development. <br /> 2 <br />
