COUNCIL MINUTES OCTOBER 26, 1998 <br /> Council Member Dahl asked for clarification regarding a mandate or option. Ms. Wyland <br /> verified that that amendment provides an option for a wider driveway. Wider driveways will not <br /> be mandated. <br /> Mayor Sullivan asked for a roll call vote. <br /> Council Member Bergeson voted yes. Council Member Dahl voted yes. Council Member <br /> Lyden voted yes. Council Member Neal voted yes. Mayor Sullivan voted yes. <br /> ADMINISTRATION DEPARTMENT REPORT, DAN TESCH <br /> ASSESSMENT PUBLIC HEARING,Delinquent Sewer and Water Utility Bills, Dan <br /> Tesch-Mr. Tesch stated that each year the Utility Department experiences difficulty collecting <br /> some quarterly sewer and water utility bills. Notification has been forwarded to those residents <br /> having outstanding bills explaining the deadline for payment of those bills is November 1, 1998. <br /> Most bills unpaid when a resident moves from the City are turned over to a collection agency, <br /> and are collected in this manner. However,bills not collected by a collection agency and <br /> delinquent bills of current residents are certified to Anoka County by resolution for collection <br /> with the property taxes. The residents named in Resolution No. 98 - 161 have received the <br /> required notification of this public hearing. Tonight they will have the opportunity to speak to <br /> the City Council about their delinquent bills. <br /> Following the public hearing,the Council will be asked to adopt Resolution No. 96 - 161. �. <br /> Finance will continue to receive payment of delinquent bills until they are actually certified to <br /> Anoka County. All bills paid before the certification date will be taken off of the delinquent list. <br /> Mayor Sullivan opened the public hearing at 11:40 p.m. There were no public comments. <br /> Council Member Bergeson moved to close the public hearing at 11:40 p.m. Council Member <br /> Dahl seconded the motion. Motion carried unanimously. <br /> Consideration of Resolution No. 98- 161,Authorizing Clerk-Treasurer to Certify <br /> Delinquent Sewer and Water Utility Bills for Collection with the 1998 Property Taxes, <br /> Collectable in 1999 -Mr. Tesch stated this resolution will authorize the Clerk-Treasurer to <br /> certify delinquent sewer and water utility bills for collection with the 1998 property taxes. <br /> Council Member Lyden moved to adopt Resolution No. 98 - 161, as presented. Council Member <br /> Dahl seconded the motion. Motion carried unanimously. <br /> Resolution No. 98 - 161 can be found at the end of these minutes. <br /> Restructuring,Phases II,Salaries, Dan Tesch -Mr. Tesch stated that a Maintenance of Status <br /> Quo order from the Bureau of Mediation Services prohibited the Council from acting on the <br /> recommended salaries for the Environmental Specialist and Building Official/Inspector. The <br /> order from the bureau was in place while a unit determination could be made regarding potential <br /> 24 <br />
