The existing <br /> trail location will result in a 11.3 percent grade which I feel would be an unsafe situation which <br /> could provide liability exposure to the city. <br /> Our guidelines for trail call for a desirable trail gradiance of 0 to 3 percent with a maximum <br /> sustained grade of 8 to 10 percent. <br /> In my opinion we have 2 (two) options: <br /> 1. Do not provide direct trail access to Birch Park <br /> 2.
