lQ <br /> Lino Lakes Parks and Recreation Department <br /> •-� �, 7204 Lake Drive <br /> C I T Y `O F Lino Lakes, MN 55014 <br /> jN KE (651) 780-1885 Fax (651) 784-7227 <br /> December 29, 1998 <br /> TO: Park Board Members <br /> i-V <br /> FROM: Rick DeGardner, Parks and Recreation Director <br /> SUBJECT: Request for Landscaping Adjacent to New Trail in Clearwater Creek <br /> Jim Johnson, the builder of the home on Lot 4 of the Clearwater Creek 2nd Addition, is <br /> requesting that the City provide trees and shrubs to provide a buffer between his home and the <br /> new trail. <br /> BACKGROUND: <br /> City Council approved the final plat for the Clearwater Creek 2nd Addition in September of 1996. <br /> At that time, a 15' wide trail identified as "park"was dedicated on the rear lot lines of Lots 1-9. <br /> Subsequent to plat approval additional investigation revealed that installation of the trail, as <br /> platted, would result in the removal of a number of deciduous trees, including certain significant <br /> Oak Trees. Staff contacted the developer and a proposal for a trail easement resulted. City <br /> Council approved the additional easement at the January 26, 1998 Council meeting. <br /> During the construction of the trail segment this year we attempted to locate the trail as far from <br /> the homes as reasonably possible without sacrificing quality, mature trees. This resulted in the <br /> removal of shrubbery and underbrush which previously provided limited buffering from the <br /> existing home on Otter Lake Road. <br /> Lots 4-7 are the most affected by the additional trail easement acquired in January of 1998. <br /> It is my recommendation to assist the homeowners of Lots 4-7 in providing adequate buffering <br /> from the trail. It is quite probable that the existing trail location would have been originally <br /> identified in the final plat had the City reviewed the preliminary plat for the trail location. <br /> However, since an additional 27 feet of easement was acquired after the final plat was approved, <br /> I feel the City should assist in rectifying this situation. <br /> sw/parkbrd/Request for Landscaping Adjacent to New Trail in Clearwater Creek doc <br />
