PARK BOARD MINUTES <br />NOVEMBER 14, 1991 <br />acre parcel on the Lake Drive side of the development, where the <br />land is high. The proposed trails will be an important link to the <br />regional park. Marty thinks this concept is good. He suggests the <br />board go out and take a look at the area where the greenhouses will <br />be taken down. <br />Recreation Agreement with Forest Lake School District #831 - Marty <br />Asleson reported that he and Don Volk had a meeting last night with <br />Dan Poeppard of Forest Lake School District #831 to review the <br />School Site Agreement . This agreement was in the park board <br />packet. Marty reports that the meeting was very positive. Forest <br />Lake seems to have no problem with our programming on their <br />available time. He explained that this agreement is somewhat of a <br />new concept, where communities work between themselves to meet <br />their needs. Mr. Asleson asked for any comments nad/or input from <br />the board. <br />Bill Nissen asked if we were expected to maintain only the athletic <br />fields, and who draws the boundary? Marty didn't have the answer. <br />Ken Johnson wanted to know if we are talking about any major type <br />of developments here. Marty says nothing at this time, we could <br />possibly be talking about using their facilities, maybe on a <br />'"N temporary basis. <br />John Baumann asked if the City Attorney has looked at this <br />agreement yet. No he hasen't. Mr. Poeppard wants to take it to his <br />school board meeting on the 12th or 14th of December. <br />MOTION - John Baumann made a motion to recommend to the council <br />that they accept the agreement as written providing the City <br />Attorney reviews and approves it. The motion was seconded by Bill <br />Nissen. All were in favor and the motion passed unanimously. <br />Regional Recreation Open Space Program - Marty Asleson refered the <br />board to a hand out from the 1991 County Capital Improvement <br />Program showing where $1,647,000.00 in funds has been allocated for <br />the Rice Creek Chain of Lakes Regional Park to develop picnic <br />areas, interpretive centers, trails, roads, and parking. <br />Marty explained that the County is now changing from acquisition to <br />developing. The Aqua Lane project bridge is expected to be open by <br />Christmas and hopefully paved next spring. <br />Bill Nissen asked Marty about cross country skiing in the Regional <br />Park this winter, are they going to charge? Marty explained that <br />1.1 <br />
